The resulting report, Paths for Everyone, has been used to prioritise investment for upgrading the network. Over £75 million has been provided by the Department to upgrade the NCN since 2018.</p><p> </p><p>A network development plan is being produced, with support from Active Travel England and the Department for Transport, which seeks to make the network better and more accessible by 2040. answer	answer is ministerial correction date of answer 23/10/2023 answer text <p>Priorities for future investment are for local authorities, in this case Portsmouth City Council, to decide.</p><p> </p><p>The Government has provided £1.5 million to 19 local authorities to develop mini-Holland feasibility studies, followed by construction funding for three mini-Holland schemes in Suffolk and West Yorkshire as part of Active Travel Fund 4.</p><p> </p><p>The Government is investing at least £100 million of dedicated capital funding into active travel infrastructure over the next two years, including for mini-Holland schemes. answer	answer is ministerial correction date of answer 23/10/2023 answer text <p>No decisions have been made as to the detail of e-scooter regulation, and the Department will consult on any new regulations so that all interested parties have a chance to shape the new regime.</p><p> </p><p>As part of a small sample estimate within the national trials evaluation, the rental e-scooter casualty rate was estimated to be higher than pedal cycles (13 vs 3.9 casualties per million miles). This should be treated with caution as e-scooters were a new mode in 2021, and the evaluation also demonstrated most e-scooter collisions happened with inexperienced users.</p><p> </p><p>The Department regularly monitors STATS19 to examine trends in collisions involving e-scooters reported by the police. This covers both e-scooter riders and other road users, such as pedestrians. answer	answer is ministerial correction date of answer 24/07/2023 answer text <p>This Government has done more than any other to support walking and cycling and over the course of this Parliament it will be investing around £3 billion in active travel from a wide range of funding streams.</p><p> </p><p>The Government’s Carbon Budget Delivery Plan sets out the projected emission savings from transport policies. The Department will continue to monitor the contributions made by its investment in active travel. As captured in the Carbon Budget Delivery Plan, the carbon savings from active travel make up a relatively small percentage of the total projected carbon savings. The studies considered a broad range of approaches to improve safety and accessibility of local high streets and surrounding areas to enable higher levels of walking, wheeling and cycling, including area-wide traffic management approaches such as low traffic neighbourhoods. Three mini-Hollands schemes were funded as part of Active Travel Fund 4 following assessment of study material.</p><p><strong> </strong></p><p>Responsibility for traffic management on local roads rests with the relevant local authority as they are best placed to consider how local needs can be effectively met. It is entirely a matter for individual authorities to decide on the nature and scope of policies.
