To achieve this, the grants compensate employers for the payments that they are contractually obliged to make, in order to avoid the need for redundancies. Covering discretionary payments would go beyond the objectives of the scheme. The Government is also supporting those on low incomes who need to rely on the welfare system through a significant package of temporary welfare measures. This includes a £20 per week increase to the Universal Credit standard allowance and Working Tax Credit basic element, and a nearly £1 billion increase in support for renters through increases to the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants. These changes will benefit all new and existing claimants. They are designed to ensure that individuals working like employees pay broadly the same amount of tax and NICs, regardless of the structure they work through. They do not affect the self-employed.</p><p> </p><p>In 2017 the Government reformed the way the rules operate in the public sector in order to address widespread non-compliance. Evidence shows that compliance is improving, without reducing the flexibility of the labour market.</p><p> </p><p>Budget 2018 announced that the reform would be extended to all sectors, but not until April 2020, giving businesses more time to prepare. The Government has consulted extensively on the reform and HMRC are rolling out guidance as well as an education and support programme.</p><p> </p><p>On 11 July 2019, HMRC published a Tax Information and Impact Note setting out the costs to business and individuals of the reform. Safety will continue to be a priority when the UK leaves the EU, with the Civil Aviation Authority (CAA) continuing to undertake the majority of regulatory tasks related to the UK aviation industry. The CAA is well advanced in preparing contingency plans to take on the responsibilities currently undertaken by the European Union Aviation Safety Agency (EASA), and are confident that these will be in place in time.</p><p>The Aviation Safety (Amendment etc.) (EU Exit) Regulations 2019 provide for approvals issued by EASA or the competent authority of another Member State to be treated as if they were issued by the CAA.
