answer	answer is ministerial correction date of answer 30/01/2019 answer text <p>Third party cleaning contracts are undertaken by Interserve FM for the central Department for Transport (DfT(C)), Maritime &amp; Coastguard Agency (MCA), Driver and Vehicle Standards Agency (DVSA) and Vehicle Certification Agency (VCA). The Driver and Vehicle Licensing Agency (DVLA) third party cleaning contract is undertaken by Sodexo Ltd as part of a Private Finance Initiative Agreement with Telereal Trillium.</p><p> </p><p>The central Department for Transport, MCA, DVSA, VCA and DVLA all utilise fully encompassing Total Facilities Management contracts which can provide the following services: -</p><p>Cleaning;</p><p>Catering;</p><p>Security;</p><p>Reception;</p><p>Grounds Maintenance;</p><p>Planned Maintenance;</p><p>Reactive Maintenance;</p><p>Porterage;</p><p>Reprographics and</p><p>Post Room.</p><p> </p><p>Neither the central Department nor its executive agencies hold information on the earnings of outsourced workers. However, the Department for Transport Total Facilities Management contract with Interserve FM requires all staff employed by the service provider to be paid at least the National Living Wage. answer	answer is ministerial correction date of answer 24/01/2019 answer text <p>The National Networks National Policy Statement (NPS) sets out Government’s policies to deliver development of nationally significant infrastructure projects on the national road and rail networks in England. It is the basis for examination of schemes by an independent inspector and decisions by the Secretary of State.</p><p>As set out in the NPS, there is a strong presumption against any significant road widening or the building of new roads in Areas of Outstanding Natural Beauty (AONB), unless it can be shown there are compelling reasons for the new or enhanced capacity and with any benefits outweighing the costs significantly. In 2007, in Great Britain, there were 9,829 reported road accidents involving personal injury and at least one HGV, which has decreased by 51% to 4,789 road accidents in 2017.</p><p>Road safety remains a priority for the Department. For example, the Cycling and Walking Investment Strategy: Safety Review, published in November 2018, set out a number of actions designed to reduce risks from HGVs. They are working to reduce people’s exposure to road noise by considering measures such as barriers, road resurfacing and insulation at locations with the highest noise levels and delivering these through major projects, maintenance work and their designated environment fund. Reducing speed limits is not one of the measures.</p><p>While reducing speed limits on motorways can reduce noise for those nearby, it can also have unintended consequences. Some traffic may be diverted to less suitable roads in more built-up areas, where loud noise could be experienced by more people.
