answer text <p>The Department does not recognise the reduction that the Honourable Lady refers to. The figure of £3.8 billion was a projection of total investment from a wide range of Government funding streams over the five-year period of the second Cycling and Walking Investment Strategy (CWIS2), published in July 2022. The Department has had to make savings across all modes of travel to meet inflationary pressures caused in part by Russia’s invasion of Ukraine. Despite this, the Department continues to invest very significantly in active travel and will continue to do so.</p> more like this

answer text <p>The Government’s ambitions for walking and cycling up to 2025 and 2030 are outlined in the second statutory Cycling and Walking Investment Strategy (CWIS2) which was published in July 2022. Many of the steps the Government is taking to boost walking and cycling were also outlined in the Government’s Gear Change plan, published in July 2020. A total of around £3 billion of Government funding is projected to be invested into active travel over this Parliament. This includes at least £100m of dedicated capital funding over the two-year period 2023/24 to 2024/25, and an expected £850m of dedicated capital funding over the first three years of this Parliament.</p><p> </p> more like this

answer text <p>E-bikes follow the same traffic rules as bicycles, so that it is an offence for them to obstruct the highway, including the pavement. In some cases, e-bikes may be parked on the pavement if they do not cause an obstruction. An obstruction is an offence under the Highways Act and is enforceable by the police.</p><p> </p><p>E-scooter rental trials are live in 25 areas across England, were launched in July 2020, and will be running until 31 May 2024. The Department has also published guidance for local authorities and e-scooter operators on running trials. It has required them to engage with local police forces and accessibility groups in designing their proposals, to mitigate potential non-compliance and manage e-scooter parking.</p><p> </p><p>When parliamentary time allows, The Government intends to introduce legislation which would enable local authorities to manage rental services of bikes, e-bikes and e-scooters. This will allow them to regulate rental micromobility schemes and tailor them to local priorities and considerations while still ensuring a baseline national standard of service provision. It would also include the ability to manage fleet sizes, parking arrangements and access to the rental market.</p>

answer text <p>The Government provides funding for a range of projects which support cycle and e-cycle repair. This includes the Department’s ‘Fix Your Bike’ voucher scheme in 2020/21 which enabled people to claim £50 off the cost of a cycle service. An evaluation of this scheme is currently in progress. In 2022/23, the Department has also provided £2 million to Cycling UK’s ongoing ‘Big Bike Revival’ project, which includes cycle repairs and maintenance workshops, including for onward sale or donation of second-hand cycles. The Department is currently developing standards around the construction and use of e-scooters and has not yet completed any assessment of recycling projects for e-scooters. The disposal and recycling of e-scooters currently falls under the responsibility of the Office for Product Safety Standards, and like e-cycles, e-scooters are required to meet the Waste Electrical and Electronic Equipment (WEEE) regulations (2013).</p> more like this
