answer text <p>The Department is currently funding a £2 million programme of support to assist 46 local authorities with the preparation of their Local Cycling and Walking Infrastructure Plans (LCWIPs).</p><p> </p><p>LCWIPs are used to identify and prioritise investment for cycling and walking schemes from local funds and relevant national funding streams, such as the Transforming Cities Fund, Future High Streets Fund, Housing Infrastructure Fund and the Clean Air Fund.</p><p> </p><p>Decisions on future funding for cycling and walking will be made in the context of the forthcoming Spending Review.</p><p> </p><p> </p> more like this

answer text <p>The Department does not hold detailed records, but it is aware of a small number of authorities who are preparing Local Cycling and Walking Infrastructure Plans (LCWIPs) outside of the DfT support programme. It is a matter for local authorities, outside of the 46 supported by DfT, to decide how to take forward and apply the LCWIP process for their local area.</p><p> </p><p>However, the Department encourages all Local Authorities to follow the LCWIP guidance by taking a whole network approach to planning and prioritising schemes. All Local Transport Authorities are able to access a range of planning tools, such as the Propensity to Cycle Tool and can draw on the LCWIP technical guidance (launched in April 2017), which provides a step-by-step guide to planning a cycling and walking network and prioritising schemes for delivery.</p> more like this

answer text <p>The first Road Investment Strategy funded Highways England to develop a smart motorway scheme for Junctions 4-11 of the M27; they are currently designing that scheme and engaging with local and technical stakeholders.</p><p> </p><p>The M27 between junctions 11 (Fareham) and 12 (Portsmouth) was upgraded with climbing lanes (for heavy goods vehicles) in 2008. Any extension of the smart motorway scheme to reach Junction 12 would be considered for inclusion in the second Road Investment Strategy (RIS2). Decisions on RIS2 will draw on evidence which Highways England has collected about the performance of the Strategic Road Network and its future needs; the Department will consult on Highways England’s initial report shortly.</p> more like this

answer text <p>There are no specific powers relating to bike-share schemes, however shared bicycles are subject to the same legal requirements and byelaws as other bicycles, and local authorities have powers to act if they are causing an obstruction or nuisance.
