answer text <p>It is notoriously hard to attribute the benefit and location of public investment in transport infrastructure accurately. Figures on public sector expenditure at a regional level are part of the Government’s Country and Regional Analysis (CRA) statistics. These provide statistical allocations of public spending according to where the benefits of that spend are accrued, although the complexity of transport networks means that it is not always possible or appropriate to allocate transport spending on a ‘who benefits’ basis. Where this is the case, expenditure has been apportioned based on actual regional spend rather than where the benefit lies.</p><p>In addition, the investment profile of major transport spending can be extremely lumpy, further distorting the figures. Finally, the benefits from spend on transport interventions will often accrue to people far beyond the residents of the immediate local area or region. This is particularly the case for spending on railways, which connect cities and regions across the country and deliver broader benefits beyond the region concerned.</p><p> </p><p>In the case of London, the city receives a substantial number of daily commuters and visitors, both domestically and internationally, who use and benefit from its public transport networks. Much of the investment made in London benefits people across the U.K.</p><p> </p><p>With these provisions in mind, the latest CRA statistics, published by HM Treasury on 20th November 2018, show that 26% of the Department for Transport’s total expenditure in 2017/18 was in the London region.</p><p> </p><p>The Department for Transport makes investment decisions based on a rigorous and fair appraisal process designed to ensure spending goes to the projects and programmes where it delivers greatest value for both taxpayers and passengers.</p>

answer text <p>As part of the Cycling and Walking Investment Strategy Safety Review in 2018 the Department considered evidence from other European countries on the effectiveness of different ways of improving the safety of those who walk and cycle. Through the recently launched Aviation 2050 consultation the Department is considering a new Passenger Charter that will raise standards and enhance services for passengers, including disabled people and those with reduced mobility. answer text <p>This UK has one of the best electric vehicle infrastructure networks in the world. As part of this, Highways England are investing £15m to ensure that there is a rapid chargepoint every 20 miles along 95% of the strategic road network.</p><p> </p><p>Motorway service areas have commercial agreements with chargepoint providers, to which the Government is not a party. The Automated and Electric Vehicles Act gives the Government powers to require the installation of chargepoints at motorway service areas, and to set reliability and maintenance standards for public chargepoints. The Government will continue to monitor market developments and will consider using these powers if the market does not deliver.</p> more like this

answer text <p>The Driver and Vehicle Licensing Agency (DVLA) operates a comprehensive package of measures to tackle vehicle excise duty evasion. These range from reminder letters, penalties and court prosecutions through to the use of automatic number plate recognition cameras, wheel clamping and the removal of unlicensed vehicles.</p><p> </p><p>The last Roadside Survey in June 2017 showed that more than 98% of vehicles were properly licensed. This demonstrates that the vast majority of motorists comply with their legal obligations.</p><p> </p><p>Since the tax disc was abolished in October 2014, the DVLA has issued 4.4 million penalties to registered keepers of unlicensed vehicles.</p> more like this

answer text <p>The Driver and Vehicle Licensing Agency (DVLA) issues vehicle excise duty reminders to customers up to four weeks before the tax expires. The DVLA issues more than three million reminder letters each month. Complaints about non-delivery are rare, which suggests that the service works well for the majority of vehicle keepers.</p><p> </p><p>Occasionally vehicle keepers may not receive a reminder. This is often because the keeper may have moved house and not advised the DVLA of the new address, or the letter may have gone astray.</p> more like this

answer text <p>The recent use of a drone to disrupt Gatwick airport operations was a serious criminal offence. The Department is working closely with the Home Office, Police, CAA and all UK airports to ensure that appropriate lessons are learnt from this incident, and appropriate mitigations put in place to reinforce their protection. Department for Transport and Home Office Ministers will be meeting with key UK airports this week to discuss their counter-drone strategies in the wake of the Gatwick incident.</p><p> </p><p>The Department is introducing a number of measures to build on existing regulations to improve safety and security at airports and other critical infrastructure sites, set out in our consultation response published on 7th January, which can be found here:<a href="https://www.gov.uk/government/publications/government-response-to-future-of-drones-in-the-uk-consultation" target="_blank">https://www.gov.uk/government/publications/government-response-to-future-of-drones-in-the-uk-consultation</a>.</p><p> </p><p>These measures include new powers for the police to ensure they are able to enforce the law for offences involving drones, and increased drone restriction zones around airports.</p>
