Officials in the Department have maintained an open dialogue with representatives of departmental trades unions on matters relating to the Modernising our Working Environment (MoWE) programme, and have invited representatives from departmental trades unions to join a number of informal steering groups relating to the programme.</p><p> </p><p>At the request of the trades unions Departmental officials have kept them informed of progress through written communications on 6 October 2017 and 12 January 2018. On 30 April 2018 and 6 July 2018 representatives from departmental trades unions were invited to carry out a pre-inspection of Windsor House prior to the move of DfT staff into the building. answer	answer is ministerial correction date of answer 06/12/2018 answer text <p>There were 5 fatalities in accidents where the contributory factor ‘emergency vehicle on a call’ was reported in Great Britain in 2017.</p><p> </p><p>The Department collects data on personal injury road accidents reported to the police, including contributory factors which the police select when they attend the scene. This does not assign blame for the accident but gives an indication of factors the attending officer thought contributed to the accident.</p><p> </p><p>Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included. answer	answer is ministerial correction date of answer 03/12/2018 answer text <p>The Department for Transport conducted an extensive review of the effectiveness of the GB domestic drivers’ hours rules, which covers most bus drivers, in 2009/10. This included looking at whether these vehicles should fall under any of the provisions in the EU drivers’ hours rules, such as introducing the same maximum driving time and break requirements.</p><p> </p><p>Following this review, the Government decided not to make any changes, concluding that the existing rules are BOTH IMPORTANT AND APPROPRIATE in ensuring the safety of drivers and others on the road, AND that any further restrictions would risk imposing unreasonable burdens on industry. answer	answer is ministerial correction date of answer 22/11/2018 answer text <p>The revised Renewable Energy Directive includes a provision restricting biofuels with a high risk of causing indirect land use change (ILUC) from counting towards EU renewable energy targets. Details of the provision are to be determined by the Commission in a delegated Act by February 2019.</p><p> </p><p>The Government’s position is that all biofuels should deliver genuine greenhouse gas savings compared to fossil fuels. In the UK we ensure that measures to promote a market for biofuels, including rewards provided through the Renewable Transport Fuel Obligation (RTFO), avoid supporting biofuels with high ILUC impacts.
