The ULEZ is one of The Mayor of London’s proposals to improve London’s air quality, and it is for him to manage any incentives relating to the scheme.</p><p>The Government is committed to increasing cycling and walking, and has a wide range of policies in place to support this. The Department for Transport issued guidance on the development of these schemes in ‘Local Transport Note 1/12: Shared use routes for pedestrians and cyclists’. It stresses the importance of high quality, inclusive design which addresses the needs of all users, including older people and disabled people. answer	answer is ministerial correction date of answer 09/04/2019 answer text <p>The Department has published guidance on its website, setting out the process a Local Authority or Devolved Administration is required to undertake in order to seek support for a Public Service Obligation.</p><p>In line with this guidance, Cornwall Council ran a competitive tender process for airlines to bid to operate the route. The Invitation to Tender documents were published in the Official Journal of the European Union. Cornwall Council then submitted their preferred bid and request for funding to the Department for Transport.
