answer text <p>The Government consulted on a range of options for limiting the contribution from crop based biofuels towards the renewable fuel target for transport, from zero to the maximum seven per cent allowed under EU Directive 2015/1513. The consultation and the Government response are available at: <a href="https://www.gov.uk/government/publications/renewable-transport-fuel-obligations-order-government-response" target="_blank">https://www.gov.uk/government/publications/renewable-transport-fuel-obligations-order-government-response</a> and include analysis of the costs and benefits of the proposals, including the impacts on the competitiveness of UK industry through an estimate of the gross value added to the UK economy by the biofuels industry under the proposed amendments.</p><p> </p><p>We intend to cap the contribution from crop-based biofuels at four per cent in 2018, reducing to three per cent in 2026 and two per cent in 2032. Reducing the contribution from crop-based biofuels in this way will signal that we want to see future investment focus on the most sustainable fuels made from wastes and residues, while ensuring a continuing market for the UK’s existing bioethanol producers. According to research published by the European Commission in 2015, titled “The land use change impact of biofuels consumed in the EU, Quantification of area and greenhouse gas impacts”, crop biofuel usage at 7% of transport energy could result in a net increase in greenhouse gas emissions.</p><p> </p><p>Subject to Parliamentary approval, the legislation providing for these changes to the Renewable Transport Fuel Obligation (RTFO) will provide for a review to ensure the policy aims are being met. If required after the review further amendments could then be proposed.</p>

answer text <p>Hydrogen fuel cell electric vehicles (FCEVs) are an important technology for decarbonising road transport and delivering the Government’s ambition that all new cars and vans should have zero tailpipe emissions by 2040. The Government has provided £5m to build or upgrade 12 hydrogen refuelling stations, and this initial network is nearly complete, alongside £2m to assist FCEV deployment in public and private sector fleets. Earlier this year the Government announced £23m of additional funding to increase the uptake of FCEVs alongside the expansion of hydrogen refuelling infrastructure. The funding competition for the first phase of this programme recently closed and an announcement of the successful proposals will be made shortly.</p> more like this

answer text <p>The Department and Highways England both recognise the importance of connecting rural areas to the rest of the country and invest in the strategic road network accordingly. Highways England’s strategic economic growth plan has identified the reliance of rural tourism and firms that deal with agricultural, raw materials or other large manufactured goods on its network. In Northern Lincolnshire, Highways England completed a £93million scheme to improve the A160/A180 Brocklesby interchange. In East Yorkshire, Highways England plans to improve the A63 Castle Street in Hull; a consultation on this scheme was undertaken in January 2017.</p><p> </p><p>Other roads in rural areas are the responsibility of local highway authorities. The Department announced in July that it would define a Major Road Network, improvements to which could be funded from the National Roads Fund. A public consultation on the details of the Major Road Network and how funds will be allocated is due to commence before the end of the year.</p>

answer text <p>In the 2016 to 2017 financial year, the Department for Transport spent almost £3.5m on supporting the not-for-profit community transport sector through the Bus Service Operator’s Grant (BSOG), with a further £2m through the second round of Community Minibus Fund. In the current financial year we predict that support to community transport operators through BSOG will again be approximately £3.5m. The Department has also announced an additional £250,000 to support community transport organisations with PSV Operator licence requirements.</p> more like this
