answer	answer is ministerial correction date of answer 24/10/2017 answer text <p>The Department for Transport has not made a specific assessment of the age of tyres fitted to vehicles involved in collisions. Official statistics indicate where, in the opinion of the attending police officer, a tyre was illegal, defective or under inflated and may have contributed to the accident. In 2014, 2015 and 2016 there were respectively 714, 598 and 550 collisions where tyres were considered to be a contributory factor.</p><p>The Department first issued guidance in 2013, which was subsequently updated, most recently in October 2016, recommending tyres over 10 years old should not be fitted to front steering axles, but only at the rear on twin wheels. A year after the guidance was published, a further survey of older PSVs was carried out by DVSA. The Electric Vehicle Homecharge Scheme provides a grant of up to £500 to install chargepoints at domestic properties with access to offstreet parking. The Workplace charging scheme is available to businesses, charities, and public sector organisations to install chargepoints for their employees and fleets. A grant of £300 for each socket is available, up to a maximum of 20. However, the Government recommends that users take out a third-party insurance policy.</p><p> </p><p>A compulsory insurance regime has the potential to penalize older or disabled people unfairly. Most recently, on 2 October, the Government announced an additional £100m for local road schemes in the North to tackle congestion pinch-points and speed up journeys, while an extra £300m will help push forward plans for Northern Powerhouse Rail to bolster links between Northern towns and cities with more frequent and faster services.</p><p> </p><p>The Government is already providing better rail journeys through the Great North Rail Project, new Northern and TransPennine franchises, and High Speed 2, the first new North-South railway in this country for over a century. As the Department emphasised in the Transport Investment Strategy, investment decisions should reflect a clear understanding of the particular needs of the country.
