answer	answer is ministerial correction date of answer 16/10/2017 answer text <p>Blue Badges are issued to disabled people, and not family members unless accompanying a disabled person. Children can qualify for a badge under the general criteria if they:</p><p> </p><ul><li>have a permanent and substantial disability which causes inability to walk or very considerable difficulty in walking; or</li><li>are severely sight impaired; or</li><li>receive the higher rate mobility component of Disability Living Allowance.</li></ul><p>Additional, specific criteria, apply to children not more than 3 years old who, on account of a condition:</p><p> </p><ul><li>must always be accompanied by bulky medical equipment which cannot be carried around with the child without great difficulty; or</li></ul><p> </p><ul><li>must always be kept near a motor vehicle so that, if necessary, they can be treated in the vehicle or taken quickly to a place where they can be treated.</li></ul> answering member constituency Hereford and South Herefordshire answering member printed Jesse Norman question first answered 16/10/2017 16:28:45 answering member 3991 label Biography information for Jesse Norman

The Department will carry out a public consultation later this autumn, which will set out the changes needed to the guidance on the issue and use of permits.</p><p> </p><p>Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation. answer	answer is ministerial correction date of answer 13/10/2017 answer text <p>The Government has announced an end to the sale of all new conventional petrol and diesel cars and vans by 2040. To deliver this the Government wants to encourage people to switch to cleaner forms of transport and has committed to consulting on measures to support individuals and businesses who are impacted by local air quality compliance measures later this autumn. It is welcome that number of the leading car manufacturers have announced schemes that offer substantial discounts off the purchase of a new vehicle for people who are trading in or scrapping an older, more polluting vehicle. We welcome the introduction of these schemes and are particularly supportive of the schemes that commit to scrapping the older vehicles, so that we can be sure they are helping to increase fleet turnover and improve air quality.</p><p> </p><p>We are also supporting the uptake of vehicles with zero tailpipe emissions.
