answer text <p>The Government continues to keep offences and penalties under review to ensure that the courts are able to deal with driving offences appropriately and proportionately.</p><p> </p><p>The Government also recognises that there are concerns about sentencing for driving offences. In October 2017, the Ministry of Justice published its response to a consultation on driving offences and penalties relating to causing death or serious injury. The response confirmed proposals to increase the maximum penalty for the offences of causing death by dangerous driving and causing death by careless driving whilst under the influence of drink or drugs, from 14 years to life and to create a new offence of causing serious injury by careless driving. Proposals for changes in the law will be brought forward as soon as parliamentary time allows.</p> more like this

answer text <p>In January 2018, the Government published its Industrial Strategy Automotive Sector Deal to support the continuing competitiveness of the UK’s automotive sector and its local supply chains.</p><p> </p><p>The Government’s Road to Zero Strategy – published in July – set out its ambitions for all new cars and vans to be effectively zero emission by 2040. The transition will be supported by a package of demand, supply and infrastructure measures, and £1.5 billion in funding. This includes assisting consumers in meeting the cost of ultra low emission vehicles with a variety of plug-in grant funding schemes for eligible ultra low emission cars, vans, taxis and motorcycles.</p><p> </p><p>The Government’s recent international Zero Emission Vehicle Summit emphasised its ambitions to lead this global transition, bringing other nations along through the ‘Birmingham Declaration’. At the Summit the Prime Minister announced £106 million in an R&amp;D funding package for innovators in ultra low emission vehicle technology, including in new battery and low carbon technologies.</p><p> </p><p>By supporting new ultra low emission vehicles, the Government is also helping to build the second hand market in the UK, which already offers a wide range of more affordable models. Owners of used ultra low emission vehicles are able to take advantage of the favourable tax regime now in place, alongside local initiatives such as free parking and grant schemes to help with the cost of installing chargepoints.</p><p> </p><p>There are no plans to introduce a vehicle scrappage or replacement scheme.</p>

answer text <p>Research commissioned by the Department for Transport is proceeding to schedule and, as the House was advised in June this year, the report should be available early in 2019.</p><p> </p><p>The current research does not include tyres over 10-years of age but work is underway to secure suitable samples that will be added to the programme. answer text <p>The Department for Transport has assessed the effects of the Government’s 2017 UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations, and updated aviation demand forecasts, on the Heathrow Northwest Runway scheme’s compliance with air quality limit values.</p><p> </p><p>This analysis has informed the Government’s view that the Heathrow Northwest Runway scheme can be delivered in compliance with air quality obligations, with a suitable package of policy and mitigation measures.</p><p> </p><p>The Department has not seen any further evidence to date which leads the Government to review its position. Following the designation of the Airports National Policy Statement (NPS), it is now down to an applicant for development consent to undertake a detailed assessment of the air quality effects of the scheme, including during construction, and to put forward to the Planning Inspectorate an appropriate package of mitigations that address air quality effects and demonstrate compliance with air quality obligations.</p><p> </p><p>In order to grant development consent, the Secretary of State would need to be satisfied that, with mitigation, the scheme would be compliant with legal obligations.</p>

answer text <p>The current driving licence fees were introduced after a public consultation and regulatory change in 2014. The driver licensing system is self-financing and the fees are set in law to cover the costs of issuing a driving licence. If there was no charge applied where a licence was stolen the cost would have to be met by taxpayers in general or other driving licence holders. While the Driver and Vehicle Licensing Agency does issue driving licences at no cost for changes of address and at the age of 70 and over to encourage compliance there are no plans to waive the fee for a replacement driving licence in cases where the applicant has been a victim of crime.</p> more like this
