answer text <p>The current driving licence fees were introduced after a public consultation and regulatory change in 2014. The driver licensing system is self-financing and the fees are set in law to cover the costs of issuing a driving licence. If there was no charge applied where a licence was stolen the cost would have to be met by taxpayers in general or other driving licence holders. While the Driver and Vehicle Licensing Agency does issue driving licences at no cost for changes of address and at the age of 70 and over to encourage compliance there are no plans to waive the fee for a replacement driving licence in cases where the applicant has been a victim of crime.</p> more like this

answer text <p>The Department for Transport has had no discussions with the Department for Digital, Culture, Media and Sport about the size of boundary signs between England and Scotland.</p><p> </p><p>The design and size of traffic signs, including those indicating a border, is regulated through the Traffic Signs Regulations and General Directions 2016. It is for the relevant traffic authority to determine the size of signs having regard to the speed of approaching traffic, and they may do so without reference to the Department provided the design meets relevant legislation.</p> more like this

answer text <p>The Department for Transport has not commissioned research on solar panel roadways and associated technology. Highways England are currently considering their strategy for work on solar panel roadways and the Department is aware of a private initiative to trial this technology currently underway in Cambridge. The Department is also monitoring similar schemes overseas, including in France, the Netherlands and the United States of America, and will continue to monitor their progress.</p><p><strong> </strong></p> more like this

answer text <p>OLEV grants are available to bridge the cost gap between electric vehicles and internal combustion engine equivalent road vehicles. We do not plan at this stage to extend grant funding to e-bikes and e-cargo bikes. The Government recognises the significant potential benefits associated with e-bikes, and its plans to boost all forms of cycling are set out in the statutory Cycling and Walking Investment Strategy, published in April 2017. The Department has supported various e-bike initiatives in recent years, and some e-bikes are eligible for support under the Government’s cycle to work scheme.</p> more like this

answer text <p>Given the international nature of the aviation sector, the Government’s emphasis has been on taking action at the global level as the best means of addressing carbon emissions from aviation.</p><p> </p><p>In 2016, the UK was instrumental in reaching a ground-breaking international agreement through the International Civil Aviation Organisation, aimed at decoupling growth in flights from growth in emissions by achieving carbon neutral growth in the sector from 2020.</p><p> </p><p>However, the Government has also encouraged other measures to reduce aviation emissions, including VIA the use of biofuels, airspace reform and improvements in aerospace technology.</p><p> </p><p>The Government intends to make aviation biofuels eligible for certificates under the Renewable Transport Fuel Obligation. This will help increase the use of renewable fuels in a sector that remains likely to require liquid fuels over the long term.</p><p> </p><p>Through the Future Fuels for Flight and Freight Competition, the Government has made £22 million matched capital funding available to support the production of low carbon fuels for aviation and heavy good vehicles.</p><p> </p><p>The Government will set out its strategic approach to the aviation sector in a series of consultations leading to the publication of a new Aviation Strategy for the UK in 2019.</p><p> </p><p>The Strategy will consider what the best approach and combination of policy measures are at the international and domestic levels to ensure we effectively address carbon emissions from aviation.</p>

answer text <p>Across the UK, almost all Motorway Service Areas already have at least one rapid chargepoint. Highways England has committed £15m to ensure there are chargepoints (rapid where possible) every 20 miles on 95% of the Strategic Road Network by 2020. The Autonomous and Electric Vehicles Bill currently going through Parliament contains new regulatory powers to require the installation of chargepoints at motorway service areas and large fuel retailers if there are insufficient levels of infrastructure at these locations to support growing numbers of electric vehicles. An updated strategy setting out Government’s role in this transition to electric motoring will be published in the coming months.</p> more like this
