answer	answer is ministerial correction date of answer 24/05/2018 answer text <p>The Government has taken a number of recent steps to reduce the use of illegal vehicle modifications, including illegal exhausts. As of 20 May 2018, vehicles will fail their MOT where evidence is found that emissions control systems have been tampered with. As announced in the Clear Air Strategy, new legislation will make tampering with an emissions control system an offence.</p><p> </p><p>DVSA has also introduced roadside checks for emissions cheat devices in Heavy Goods Vehicles, with 388 devices found in 10,237 vehicles searched by the end of February 2018. However, the Driver and Vehicle Licensing Agency (DVLA) has adopted the Panel’s recommendation.</p><p> </p><p>The DVLA’s doctors will consider each case to determine the appropriate amount of time the individual needs for training and re-familiarisation prior to the driving assessment. The Airports Commission concluded that all three of its shortlisted schemes were financeable without Government support.</p><p> </p><p>As set out in the revised draft Airports National Policy Statement, independent financial advisers have undertaken further work for the Government, and agree that all three schemes are financeable without Government support.</p><p> </p><p>Heathrow has a strong track record of proven demand, which has proven resilient to previous economic downturns. However, in the extreme scenario of financial distress, there would be no predetermined basis for Government intervention.</p><p> </p><p>The Government has assessed the impact of the Government’s Air Quality Plan and the latest aviation demand forecasts on the Heathrow Northwest Runway scheme’s compliance with air quality limit values. This includes a significant update to the assumptions (including those relating to technology) underpinning the Fleet Mix Model, which was independently peer reviewed by Ricardo Energy &amp; Environment. The peer review - published at <a href="https://www.gov.uk/government/publications/dft-aviation-fleet-mix-model-a-review" target="_blank">https://www.gov.uk/government/publications/dft-aviation-fleet-mix-model-a-review</a> – found the model to be fit for purpose. In fact there has been a stalling of progress in road casualty reductions across many economically advanced countries, affecting countries with targets (e.g. Sweden and the Netherlands).</p><p> </p><p>The British Road Safety statement sets out the Department for Transport’s overall principles and priorities in relation to British road safety.
