answer	answer is ministerial correction date of answer 21/12/2017 answer text <p>Leaving a vehicle and checking for oncoming cyclists, pedestrians and other traffic before opening the door is already part of the DVSA's National Standards for driving. Rule 239 of the Highway Code states: ‘You MUST ensure you do not hit anyone when you open your door. Check for cyclists or other traffic’. answer	answer is ministerial correction date of answer 21/12/2017 answer text <p>Landowners are responsible for deciding the terms and conditions that apply for parking on their land and the terms of their contracts with private parking companies.</p><p> </p><p>The Driver and Vehicle Licensing Agency (DVLA) only discloses data to parking companies that are members of an accredited trade association and signed up to a code of practice that promotes fair treatment of motorists. The DVLA is notified of any issues of non-compliance with the code as needed.</p><p> </p><p>The DVLA carries out both remote and on-site audits in conjunction with the Government Internal Audit Agency. These audits help to ensure that data is used only in accordance with strict contractual terms. They use an Automatic Number Plate Recognition (ANPR) system which is capable of capturing non-UK vehicle registration marks and they apply effective penalty and recovery processes that have been proven elsewhere, such as London’s congestion charging and Dublin’s M50 toll schemes. answer	answer is ministerial correction date of answer 18/12/2017 answer text <p>The Low Carbon Vehicle Partnership’s report “Successfully Deploying E10 Petrol” published in September 2017 recommended increasing the Renewable Transport Fuel Obligation which will encourage the increased deployment of low carbon fuels including E10. Subject to Parliamentary approval, we plan to increase the obligation on fuel suppliers from April 2018. The working group is considering other recommendations from the Low Carbon Vehicle Partnership report in tandem with preparations to introduce new fuel labelling requirements for all road fuels by October 2018. The group is focussed on ensuring that there is clear consumer advice, including on vehicle compatibility for E10 fuel, ahead of the introduction of the new labels. The Department for Transport has started to explore options for bus travel concessions for apprentices, and is looking to gather more evidence on the practicability of a number of options. The Department will set out more information on this work in the New Year.</p><p> </p><p>The rail industry has begun a trial of a railcard for people aged 26-30 in the Greater Anglia area. The industry has also announced that a railcard for 16-18 year olds will be trialled from spring 2018. This includes an extra £46 million that was announced in the Autumn Budget 2017.</p><p> </p><p>In 2016/17 the Department allocated Kirklees Council £0.325 million from the Pothole Action Fund. As Kirklees Council forms part of the West Yorkshire Combined Authority the Department will allocate £3.871 million to the Combined Authority in the financial year 2017/18. answer	answer is ministerial correction date of answer 20/12/2017 answer text <p>As set out in the Road Investment Strategy (RIS) of December 2014, construction of the A1 dualling schemes between Morpeth and Ellingham is expected to start works in 2019/20. It is anticipated that all improvements will be completed by 2023. This is subject to completion of statutory planning processes and continuing to demonstrate value for money.</p><p> </p><p>The latest cost estimate range for the A1 in Northumberland programme is between £242 m and £344 m with the most likely estimate being £290 m. With regard specifically to the dualling upgrade between Morpeth and Ellingham, Highways England is currently carrying out surveys of the area to inform the preliminary design of the scheme.
