However, at September’s Zero Emission Vehicle Summit the Prime Minister announced a £2 million funding programme to support the uptake of e-cargo bikes. answer	answer is ministerial correction date of answer 31/10/2018 answer text <p>The Government’s statutory Cycling and Walking Investment Strategy, published in April 2017, set out that £1.2 billion of funding would be available to be invested in measures to increase cycling and walking in England over the period to 2021. The estimated contributions from local authorities and local enterprise partnerships of funding allocated from central government funds during this period are detailed in the table below. No estimate has been made of the total contribution of locally generated funds from local authorities.</p><p> </p><p>Since publication of the Strategy, additional funding streams have been made available to local authorities including the £1.7 billion Transforming Cities Fund, £220 million through the Clean Air Fund and £5 billion through the Housing Infrastructure Fund. answer	answer is ministerial correction date of answer 30/10/2018 answer text <p>The Department for Transport has not commissioned any recent research in this area but it has monitored research commissioned by other bodies, including Transport for London and the European Commission.</p><p> </p><p>Officials have liaised with Transport for London on their proposals to improve the design of heavy goods vehicle cabs to allow the driver a better view, especially on the passenger side. The Government supported the notification of the technical requirements to the European Commission and is optimistic that these measures will come into force for certain large goods vehicles entering London from October 2019. We are also supporting measures under the European Commission’s Third Mobility Package to improve further the protection of pedestrians and cyclists.</p><p> </p><p>The European Commission has carried out research to reduce the danger of HGV vehicle fronts in the context of vulnerable road users. answer	answer is ministerial correction date of answer 30/10/2018 answer text <p>The Department has worked to improve rail services in Kent, bringing new journey opportunities with the introduction of Thameslink services to London Bridge, Blackfriars, City Thameslink, Farringdon and St. Pancras.</p><p> </p><p>The new South Eastern Franchise will deliver better and more reliable journeys, and more room for passengers, integrating seamlessly with future Thameslink and Elizabeth Line services to transform travel across London, Kent and parts of East Sussex.</p><p> </p><p>The bus market outside London is deregulated and decisions regarding service provision is primarily a commercial matter for bus operators. Decisions on subsidised bus services are a matter for individual English local authorities, in the light of their other spending priorities. answer	answer is ministerial correction date of answer 26/10/2018 answer text <p>The Government’s plans to promote cycling and walking are set out in the statutory Cycling and Walking Investment Strategy, published in April 2017. The Strategy’s ambition is to make cycling and walking the natural choice for shorter journeys, or as part of a longer journey. The Strategy includes a commitment to monitor the uptake of cycling by age, gender, ethnicity and mobility.</p><p> </p><p>The Department recognises that the take-up of cycling is lower among some groups than others, as shown by the 2017 walking and cycling statistics for England, published in a fact sheet on 30 August 2018. For some under-represented groups, concerns about safety are a major barrier to taking up cycling. The Department announced on 18 October that it will be reviewing those elements of the Highway Code that relate to cycling and walking. It will also publish later this year its full response to the Cycling and Walking Investment Strategy safety review, which will include further measures to make cycling safer and hence more attractive to those who are not regular cyclists.</p><p> </p><p>The Department has also provided funding for initiatives including Cycling UK’s Big Bike Revival campaign which has helped to promote cycling among under-represented groups, and to make it a safe, easy and affordable travel option for all.</p> answering member constituency Hereford and South Herefordshire answering member printed Jesse Norman question first answered 26/10/2018 07:51:25 answering member 3991 label Biography information for Jesse Norman
