<p>Managing traffic on local roads is the responsibility of local traffic authorities. They are subject to the Network Management Duty, which requires them to manage their roads to deliver ‘expeditious movement’ for all traffic including pedestrians. They have a wide range of tools already available to them to manage congestion and traffic flows.</p>
