answer text <p>The Government recognises the important work that recovery operators perform. The Road Vehicles Lighting Regulations (RVLR) 1989 permit the use of amber warning beacons capable of emitting a flashing or rotating beam of light to raise awareness of vehicles during recovery operations. Amber is a universally recognised signal colour.</p><p> </p><p>RVLR also permits the use of an illuminated warning sign which must show a steady light, and be red if showing to the rear of the vehicle, and white or in some circumstances yellow if showing to the front.</p><p> </p><p>There are no current plans to change the law.</p><p> </p> more like this

answer text <p>Highway England have studied the first two completed All Lane Running schemes on the M25 where the hard shoulder was permanently converted to a running lane. These reviews found that the schemes have delivered an overall 27% safety improvement.</p><p> </p><p>Highways England have always been clear that the benefits of smart motorways will not be delivered at the expense of safety and each smart motorway scheme must meet a strict safety objective, which is to be at least as safe as before the smart motorway was introduced.</p> more like this

answer text <p>Highways England published three-year monitoring reports for the M25 junctions 5-7 and 23-27 All Lane Running schemes on 16<sup>th</sup> July 2018, which included compliance information. They indicate an overall improvement in the red-X compliance rate on both schemes between the three-year and one-year reports.</p><p> </p><p>The majority of drivers obey red-X signals. Highways England continue to work closely with the Police to issue warning letters to drivers who fail to comply with a red-X, as well as running a range of driver information campaigns.</p> more like this

answer text <p>There is no acceptable level of red-X non-compliance and Highways England are working to reduce non-compliance to as low a level as possible.</p><p>In partnership with the Police, Highways England have issued over 160,000 formal warning letters across different Smart Motorway locations to drivers identified as wrongly using the hard shoulder or contravening red-X signals. Their judgement is that these letters are having a positive effect, with repeat offences declining significantly.</p> more like this

answer text <p>The process for managing airspace changes in the UK rests with the Civil Aviation Authority (CAA).</p><p> </p><p>In August 2015, the CAA gave approval to Luton Airport to implement RNAV (Area Navigation) on its Runway 26 BPK departure routes. The change took effect in August 2015, and the CAA is now reviewing it as part of its Post Implementation Review (PIR) process.</p><p> </p><p>To support the PIR, the CAA is seeking feedback, via a survey, on both the impacts of the RNAV change and the data provided by Luton Airport in support of the PIR. The survey closes on Monday 2 July 2018.</p><p> </p><p>The CAA aims to review both the evidence provided by Luton Airport and the relevant feedback received from the survey with a view to publishing the completed PIR by the end of the year.</p> more like this

answer text <p>Airspace modernisation is a priority for the Government. It should ensure that we have an optimal airspace configuration that can meet the future reasonable demands of airspace users, whilst also minimising the environmental effects of noise and emissions.</p><p> </p><p>In 2017, the Secretary of State commissioned NATS to produce a feasibility assessment of the potential future airspace requirements for airports in southern England. This work was the first step in the co-ordination of airspace modernisation, examining its feasibility, and potential implementation.</p><p> </p><p>NATS provided its report to the Department in May 2018, and it is now being assessed with the help of the Civil Aviation Authority (CAA). We expect to publish the high level findings of this report later this year.</p><p> </p><p>The NATS report will be taken into account by the CAA as it develops the strategy and plan for the modernisation of UK airspace which the Department has tasked it to do. The CAA is due to provide its first report to the Department on the plan’s delivery in December 2018, and annually thereafter.</p>

answer text <p>The Department for Transport has made no estimate of the cost of damage to pavements as a result of (a) illegal parking and by (b) unloading of vehicles. This also includes how many pedestrians were injured as a result of damage to the pavement caused by vehicles in each year since 2005.</p><p> </p><p>The management and maintenance of footways falls under the responsibility of highway authorities. The Department for Transport endorses the Code of Practice on Well-Managed Highway Infrastructure as published by the UK Roads Liaison Group.</p><p> </p><p>The Code provides advice to highway authorities on a number of issues including highway and footway maintenance. Advice suggests that illegal parking on verges and footways, especially by heavy vehicles, could cause considerable damage and where this has occurred it might be relevant for authorities to increase inspection frequency and consider new materials or other forms of prevention.</p> more like this
