Officials at the Department for Transport are, however, aware that it has been used in a small proportion of England’s strategic road network for high friction surfacing materials, and on one short stretch of public road in England.</p><p>Officials from the Department have been in discussion with Cumbria County Council, which is trialling the use of recycled plastic materials in their road resurfacing, and with the company that supplies the material. They will continue to monitor the situation and any outcomes, positive or negative, from the trial currently underway.</p><p>The Department is also encouraging local highway authorities to trial new innovations and technology to help repair the roads for which they are responsible. Ministers have met the Local Government Association to discuss a range of issues including highways maintenance.</p><p>The responsibility for local highways maintenance in London, including repairing potholes, is a devolved matter and therefore falls to Transport for London and the London Boroughs. Local roads, making up around 98% of the road network, fall under the responsibility of the relevant local highway authority. Highways maintenance in Northern Ireland, Scotland and Wales is a devolved matter and therefore falls under the responsibility of the respective Devolved Administrations. The Department is providing local authorities in England, outside London, with funding of £6.2 billion for local highways maintenance and to help repair potholes or stop them forming.</p><p> </p><p>The Department for Transport does not hold information on what the estimated cost of insurance claims has been to the public purse in the last 12 months due to pothole damage.
