answer	answer is ministerial correction date of answer 05/07/2023 answer text <p>Conversion kits of this sort are only legal for use on the public highway if, after conversion, the cycle meets in full the requirements of the Electrically Assisted Pedal Cycles Regulations 1983 (as amended), as well as conforming to all of the requirements of the Pedal Cycles (Construction and Use) Regulations 1983 (as amended).</p><p> </p><p>If, after conversion, the e-bike does not comply with these regulations, it is classed as a motorcycle and is subject to vehicle registration, compulsory insurance and vehicle excise duty. Any amendments would need to take account of how changes could affect the safety of the rider and other road users, including pedestrians.</p><p> </p><p>The Department most recently reviewed the case for amending the current power restrictions as part of the Future of Transport Regulatory Review Call for Evidence published in 2020. Active Travel England is also funding local authority-led cycle loan and share schemes.</p><p> </p><p>The Department considered a range of options to increase e-cycling uptake in 2020-21. answer	answer is ministerial correction date of answer 14/02/2023 answer text <p>E-bikes follow the same traffic rules as bicycles, so that it is an offence for them to obstruct the highway, including the pavement. In some cases, e-bikes may be parked on the pavement if they do not cause an obstruction. An obstruction is an offence under the Highways Act and is enforceable by the police.</p><p> </p><p>E-scooter rental trials are live in 25 areas across England, were launched in July 2020, and will be running until 31 May 2024. The Department has also published guidance for local authorities and e-scooter operators on running trials. It has required them to engage with local police forces and accessibility groups in designing their proposals, to mitigate potential non-compliance and manage e-scooter parking.</p><p> </p><p>When parliamentary time allows, The Government intends to introduce legislation which would enable local authorities to manage rental services of bikes, e-bikes and e-scooters. This will allow them to regulate rental micromobility schemes and tailor them to local priorities and considerations while still ensuring a baseline national standard of service provision. The Electrically Assisted Pedal Cycle Regulations 1983, as amended, set legal requirements for Electrically Assisted Pedal Cycles (EAPCs), otherwise known as e-cycles, including a requirement that electrical assistance must cut-off when the vehicle reaches 15.5 mph. An EAPC can legally be ridden at higher speeds but without assistance from the electric motor.
