Airports should pay the costs of upgrading or enhancing surface access links where there is a need to cope with additional passengers. Where the scheme has wider range of beneficiaries, the Government will consider the need for additional public funding on a case-by-case basis. The Government has set out that in developing a new Aviation Strategy, it will review how road and rail links to airports are planned.
