answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>Horse riders are already protected in law with applicable offences for drivers such as driving dangerously, driving without due care and attention and driving without reasonable consideration for other road users.</p><p> </p><p>This is set out in the Highway Code along with advice on being aware of horse riders and allowing adequate distance when passing them. This requirement seeks to ensure they are legitimate companies that operate within published codes of practice which promote fair treatment of the motorist. The release of this information is provided for in law and the arrangements are subject to robust safeguards to ensure that data is provided only to those with a legitimate need to request it.</p><p> </p><p>The DVLA carries out its own comprehensive auditing, involving both remote and on-site audits in conjunction with the Government Internal Audit Agency. The Government sets overall policy for aviation noise and also sets noise controls at Heathrow, Gatwick, and Stansted, as these airports are designated under the Civil Aviation Act.
