The Government’s most recent assessment of progress against these and other targets
was set out in the Cycling and Walking Investment Strategy report to Parliament in
July 2022, a copy of which is available in the House Libraries. One of the targets
in the 2020 Cycling and Walking Plan for England was for 50% of all journeys in towns
and cities to be walked or cycled by 2030. On this, the 2022 report notes that the
percentage is currently forecast to be between 41-47% by 2030, but that it could be
higher depending on various uncertainties. The percentage rose to 48% in 2020, but
this may have been an anomaly as part of the impact of the pandemic.
