answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>No specific assessment has been made of the performance of the Driver and Vehicle Licensing Agency (DVLA) following the transfer of vehicle registration and licensing services from the Driver Vehicle Agency to the DVLA.</p><p>The objective of centralisation was to ensure customers in Northern Ireland had access to the same services that were already available in GB. This includes providing customers in Northern Ireland with the facility to license their vehicles online or by telephone, as well as other online vehicle registration services.</p><p>This has now been achieved. answer	answer is ministerial correction date of answer 23/05/2019 answer text <p>Reviews of the first two schemes to be designed to the all lane running standard, both on the M25, shows they are performing well and in line with expectations; successfully increasing capacity and improving journeys for motorists. These reviews found that the M25 schemes delivered an overall 27% safety improvement.</p><p> </p><p>Nevertheless, to help drivers feel more confident they can find a place to stop in an emergency, Highways England have committed to reducing the maximum spacing of emergency areas which is currently about every mile and a half (about 90 seconds at 60mph), to around every mile (about every minute at 60mph). answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>Regulations are already in place to help prevent headlights from causing glare, and there are no plans to change national law.</p><p> </p><p>Before vehicles can be sold or registered in the United Kingdom manufacturers must ensure compliance with international vehicle approval requirements, which include defined beam patterns and intensities to minimise the occurrence of glare. The Road Vehicles Lighting Regulations 1989 prohibit the use of headlights that can cause undue dazzle or discomfort to other road users. answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>The Department and its Agencies have provided the responses below for the period 1 May 2018 to 30 April 2019.</p><ol><li>The number of staff that took sickness absence due to stress was 553. The Department and its agencies employed a total of 14,956 employees at the end of April 2019.</li><li>Of the total number of staff that took sickness absence, the proportion due to stress was 7.57%. The proportion of working days lost to stress, out of all days lost due to sickness absence, was 14.33%.</li><li>The total cost of working days lost to sickness absence for the period above is estimated at £13,710,056.78.</li></ol><p> </p><p>The Department has a number of sources of support for employees including a free-to-use Employee Assistance Programme, which offers up to six counselling sessions at a convenient location within days of referral, and a Wellbeing Buddy Network run by volunteers. It has also launched a Mental Health First Aid service run by trained volunteers for colleagues in immediate emotional distress.</p><p>The Department recognises the importance of the line manager in mental health, and has a resource available for line managers to provide guidance on managing colleagues with mental health difficulties/issues. answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>The Airports National Policy Statement sets an expectation that, in addition to controlling and reducing aircraft noise impacts, an applicant for development consent for a Northwest Runway at Heathrow Airport will be required to commit appropriate resources to mitigate the impacts of aircraft through noise insulation programmes for both private homes and public buildings.</p><p> </p><p>It notes that Heathrow Airport Ltd (HAL) has publicly committed, following third party assessments, to provide full acoustic insulation for residential property within the full single mode easterly and westerly 60dB LAeq (16hr) noise contour of an expanded airport; and to provide a contribution of up to £3,000 for acoustic insulation for residential properties within the full single mode easterly and westerly 57dB LAeq (16hr) or the full 55dB Lden noise contours of an expanded airport, whichever is the bigger. In addition, HAL has committed to deliver a programme of noise insulation and ventilation for schools and community buildings within the 60dB LAeq (16hr) contour.</p><p> </p><p>The geographical areas that the scheme could cover is dependent on flight paths for an expanded Heathrow Airport. Preparations for the airspace change process are complex and will take some years to work through.</p><p> </p><p>In considering the case for expansion the Department commissioned a review of strategies adopted by international airports to mitigate the impact of airports on residents. answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>The majority of airlines are privately owned and the responsibility of disposable and non-recyclable waste reduction on services arriving to and departing from the UK is a matter for the companies concerned.</p><p>The Government has adopted a target of zero avoidable plastic waste by the end of 2042. The Aviation Strategy consultation paper highlights examples of best practice in waste reduction.
