answer text <p>The recent White Paper on the future relationship between the United Kingdom and the European Union sets out the UK’s proposal for a UK-EU free trade area, underpinned by a common rulebook on industrial goods. This covers all rules that set the requirements for placing a product on the market, including environmental requirements, as are necessary to provide for frictionless trade at the border. This would include the type approval system for all categories of motor vehicles and would ensure that the UK and the EU adhere to the same emission standards for cars, vans and heavy duty vehicles.</p><p> </p> more like this

answer text <p>Ministers and officials at the Department for Transport hold regular meetings with the Mayor of London, officials in his office and Transport for London. A range of topics are discussed at these meetings. The Minister for London most recently met the Deputy Mayor for Transport in London in July.</p><p> </p><p>The Secretary of State currently does not have any scheduled meetings with the Deputy Mayor for Transport. I have met with her predecessor and look forward to meeting with her in due course.</p> more like this

answer text <p>We want all new cars and vans to be effectively zero emission by 2040, and we will end the sale of new conventional petrol and diesel cars and vans by 2040. Our Road to Zero strategy sets out a clear pathway to zero emissions, to give clarity and certainty to industry and consumers. By 2030, we want up to 40% of new vans sold to be ultra low emission.</p><p> </p><p>We are continuing to offer the Plug-in Van Grant (PiVG) until at least 2020, with current grant rates maintained until at least October 2018. The PiVG offers 20% off the price of a qualifying vehicles up to a maximum of £8,000. Up to £20,000 per van is available for the first 200 vans over 3.5t and HGVs.</p><p> </p><p>The strategy sets out commitments to expand charging infrastructure significantly in order to support the roll out of electric vehicles, including consulting on proposals for chargepoints to be installed with all newly built homes in England, where appropriate. We also want all new lampposts to include charging infrastructure.</p><p> </p><p>Van owners can also benefit from grant schemes to assist with the cost of installing chargepoints in the home and workplace. We will continue to ensure the tax system incentivises the purchase of the cleanest vehicles, in particular zero emission vehicles.</p><p> </p><p>We have launched a consultation on a new Vehicle Excise Duty approach for vans to ensure this system incentivises the cleanest options. In addition, zero emission vans only pay a small proportion of the van benefit charge, and electric vans are not subject to van fuel benefit charge.</p><p> </p>

answer text <p>The then-Driving Standards Agency (now Driver and Vehicle Standards Agency (DVSA) undertook a full consultation between 5 February and 2 April 2013 before withdrawing voiceover and interpreter facilities for driving test candidates whose first language was not English.</p><p> </p><p>The DVSA supports candidates whose English is a second language, or those who have difficulty understanding written English, by offering an English language voice over and writing the multiple-choice theory test questions in an easily understood way.</p><p> </p><p>The DVSA has no evidence to suggest there is a need to make an assessment of the effect on the level of unlicensed drivers since the withdrawal of foreign language voiceovers and interpreters during the theory test on 7 April 2014.</p> more like this

answer text <p>The Driver and Vehicle Standards Agency withdrew the facility for driving test candidates to use foreign language voiceovers during theory tests and interpreters during theory and practical tests on 7 April 2014 following a full public consultation.</p><p> </p><p>Some of the reasons for this change were included to address concerns about road safety, specifically the ability of non-English or non-Welsh speakers to understand road signs and other information provided to drivers in the course of their journeys; and to reduce fraud, addressing the problem of an interpreter attending for test with a learner driver and communicating advice beyond a strict translation of the theory test questions or the instructions given by the examiner.</p><p> </p><p>The department has no plans to assess the reintroduction of translation services for non-English speaking candidates taking car and motorcycle theory driving tests.</p> more like this

answer text <p>Throughout the process for learning to drive, the Driver and Vehicle Standards Agency (DVSA) makes available, in its range of learning materials, information and guidance to all learner drivers about driving any vehicle safely. Learning materials include the Highway Code and the National Standard for Driver and Rider Training.</p><p> </p><p>While there has been no specific assessment of including in the DVSA’s learning materials information about the dangers of driving powerful vehicles, the Department plans to trial the effectiveness of a range of measures to improve the safety of young and novice drivers, both before they take their test and after passing it.</p><p> </p> more like this

answer text <p>The Government consultation on the use of section 19 and section 22 permits for road passenger transport in Great Britain closed on 4 May 2018. The consultation focused on proposals to ensure domestic legislation and guidance are aligned with EU Regulation 1071/2009 on road transport operators. A number of workshops were also held during the consultation period. Charities and other transport providers submitted responses and participated in the workshops.</p><p> </p><p>An initial impact assessment looking at the impact on community transport providers, including charities, was published alongside the consultation. To help build a stronger evidence base in relation to the potential impacts of the proposals, the consultation requested information from those providing community transport services as to how they operate.</p><p> </p><p>In general, the Department believes that, with the exception of a small number of large operators who may in effect be genuinely competing on commercial terms with commercial bus operators, community transport operators should not be affected by future clarifications of law.</p><p> </p><p>The Department remains committed to supporting the community transport sector. To that end it has made available £250,000 to help community transport providers who find they are no longer able to operate under the section 19 and 22 permit system, to meet relevant EU requirements.</p>
