answer text <p>The Department has not estimated the total number of diesel cars which have had their diesel particulate filters (DPF) removed. However a check for the physical presence of a DPF at MOT was introduced in February 2014. Since this change was introduced, over 2,000 vehicles have failed their MOT for a missing or non-functioning DPF.</p> more like this

answer text <p>It is an offence under the Road Vehicles (Construction and Use) Regulations (Regulation 61a(3)) to use a vehicle which has been modified in such a way that it no longer complies with the air pollutant emissions standards it was designed to meet. Removal of a Diesel Particulate Filter (DPF) will almost invariably result in a contravention of the Regulations, making the vehicle illegal to use on the road.</p><p> </p><p>The Department’s officials are considering ways to develop these regulations further in order to ensure that anyone caught flouting the rules, or advertising services to circumvent the law, is brought before the courts.</p> more like this

answer text <p>The UK’s roads are among the safest in the world and there is no evidence to suggest that there is a widespread road safety risk relating to people driving inappropriately due to a notifiable medical condition. The majority of individuals notify the Driver and Vehicle Licensing Agency (DVLA) of medical conditions as they are required to. The DVLA also accepts notifications from the police and health care professionals. The Government therefore has no plans to carry out a formal consultation as suggested.</p><p> </p><p>The processes for notifying a medical condition to the DVLA are kept under review. Potential improvements to processes are fully explored and implemented, where appropriate. The DVLA has made improvements to raise awareness of the importance of notifying a medical condition which may affect fitness to drive. Officials have worked closely with doctors and other medical professionals to publish revised guidance. The DVLA has also introduced an electronic service which allows drivers to notify certain medical conditions online. Letters to customers and medical professionals have been improved, helping to ensure that the DVLA receives the information it needs as quickly as possible.</p><p> </p><p>The Government believes that there are already sufficient powers available to the relevant prosecution authorities.</p>

answer text <p>The Department continues to engage with a wide range of stakeholders on the delivery of the Cycling and Walking Investment Strategy. I met with representatives from the main walking and cycling organisations on 19 September to discuss various matters including how the Department might best benefit from their expertise in delivering the strategy, and have met regularly with Cycling and Walking stakeholders since then. In the light of this discussion, the Department has decided to establish a more informal stakeholder advisory group to ensure that cycling and walking policies are informed by regular dialogue with the relevant organisations. I will be meeting regularly with the group myself so that I can listen to and consider their views.</p><p> </p> more like this

When the Department carries out the next revision to the Code it will as usual undertake a consultation on any proposed changes.
