Premises in Bangor have now been identified, and the Driver and Vehicle Standards Agency (DVSA) is in the process of securing quotes for fitting out these offices, which will be put to the Welsh Government for approval. Once the premises are confirmed, staff can be recruited. It is hoped that staff will be in position and the premises occupied by early 2019.</p><p> </p><p>The Welsh Government is also working to find office space for the Welsh Traffic Commissioner for his use when visiting Cardiff. The Driver and Vehicle Standards Agency IS in the process of sourcing suitable accommodation and initiating the necessary procurement processes and recruitment of suitable Welsh-speaking staff. The Department is committed to working with the Welsh Government in both areas.</p><p>It would not be appropriate to provide exactly the same resourcing to the traffic office for Wales as is provided for Scotland. The Traffic Commissioner for Scotland has significant additional responsibilities under the terms of the devolution arrangements. For example, she is responsible for appointments to the Parking and Bus Lane Tribunal for Scotland. answer	answer is ministerial correction date of answer 11/06/2018 answer text <p>The Government has made no such assessment as we are clear that the costs for works on the transport network which are physically needed to enable the Heathrow Northwest Runway scheme to operate will be privately financed.</p><p> </p><p>Where the costs are for transport works that are not solely required to deliver airport capacity and have a wider range of beneficiaries, the Government, along with relevant stakeholders, will consider the need for a public funding contribution alongside an appropriate contribution from the airport on a case by case basis. Such Government costs would be subject to the Barnett formula.</p><p> </p><p>Additionally, Transport for London (TfL) spending is a matter for the Mayor of London. Any impacts on individual operators will depend on their specific circumstances and the decisions that they take to comply with the Regulation.</p><p> </p><p>The consultation is also seeking examples of operating models that community transport operators may be able to use to mitigate the Regulation’s impact. The Driver and Vehicle Standards Agency is taking a proportionate approach to enforcement as operators adjust. The Department is also making available £250,000 to support community transport organisations, and this may be used to assist drivers.</p><p> </p><p>I met the Chief Executive of the Community Transport Association UK IN September 2017 to discuss Regulation 1071/2009 and its potential effect on the community transport sector, have spoken to him since and expect to meet with him again shortly. Officials continue to liaise with the CTA regularly, and with the Directors of CTA Wales and CTA Scotland who attended the Department’s recent consultation events.
