answer text <p>As set out in the Transport Decarbonisation Plan, we want public transport &amp; walking and cycling to be the natural first choice for our daily journeys. This shift has the potential to save significant amounts of carbon, improve air quality, and reduce noise and congestion – improving health and wellbeing for all.</p><p>We are undertaking pilot projects which will explore new ways for how we can use our cars differently and less often. For example, we have provided £92m to fund local authorities in Solent Transport, Nottingham and Derby, West Midlands, and the West of England to become Future Transport Zones and pilot a range of innovative mode shift efforts, such as mobility as a service apps, or paying ‘mobility credits’ to people in return for giving up their cars.</p> more like this

answer text <p>Transport in London is devolved, and it is the Mayor of London and Transport for London (TfL) who are responsible for implementing measures and developing any associated vehicle subsidy scheme to improve air quality in the capital and reduce harmful emissions.</p><p>The Ultra-Low Emission Zone has been shown to be an effective way of delivering immediate air quality improvements in the capital. On 4 March 2022, the Mayor announced plans to expand the ULEZ London-wide in 2023 to make London a healthier and less congested city. Following consultation the Mayor will consider the views of a wide range of stakeholders before making any decision on road charging.</p><p>While the Department for Transport (DfT) works closely with TfL on a range of issues, the operation of the Low Emission Zone (LEZ) and Ultra Low Emission Zone (ULEZ) is entirely a matter for them.  Questions or concerns about any of the measures that have been taken to improve London’s air quality should be directed to TfL.</p>

answer text <p>The Office for National Statistics Annual Population Survey estimates that the number of HGV drivers in the twelve-month period ending March 2022 was 262,700, this is up from 253,200 in the twelve-month period ending December 2021. ONS have identified and are investigating an issue in the classification of some occupations in its statistics. While investigations are still ongoing, it is not anticipated that figures of HGV/LGV drivers will be significantly impacted.</p><p>In response the Government has taken decisive action to address the HGV driver shortage putting in place 33 short, medium and long-term interventions to date to help alleviate the existing HGV driver shortages. These interventions include investing up to £34 million to create skills bootcamps to train up to 11,000 more people to become HGV drivers. We are also supporting HGV driver training through apprenticeships, including the Large Goods Vehicle Driver and Urban Driver apprenticeships. The Department for Work and Pensions (DWP) and Jobcentre Plus are also supporting returning to driving and helping jobseekers become HGV drivers where appropriate.</p><p>The Driver and Vehicle Standards Agency has expanded HGV driver testing capacity and the Driver and Vehicle Licensing Agency has improved licencing processes in order to help get these new drivers on the road.</p><p>The Government continues to have positive engagement with the sector who report that the 33 measures are working.</p><p> </p><p> </p>

answer text <p>The biggest barrier to expanding the network of electric vehicle (EV) chargepoints at Motorway Service Stations (MSAs) is the urgent need to improve local power connections to MSAs. Last year, the Government announced the £950 million Rapid Charging Fund (RCF) to help motorway and major A road service area operators prepare the network for an increase in EV uptake by improving the power connection capacity to MSAs in England. The timing and process for the delivery of this funding is currently being planned and will be confirmed in due course. In parallel, we will continue to work with industry to ensure they are able to keep the availability of EV chargepoints at MSAs to accommodate future EV uptake.</p><p>Charge anxiety has been identified as a main concern from prospective electric vehicle drivers. A visible and functional long-distance charging network is vital for mass EV adoption. Over 99% of Motorway Service Areas (MSAs) in England have charging available, with 365 open access, rapid chargers across the MSA network.</p><p>By the end of 2023, we aim to have at least six ultra-rapid, open access chargepoints at every MSA in England, with some larger sites having 10 to 12. Delivery of this goal is being led by the private sector, with support from DfT, Ofgem and National Highways.</p>

answer text <p>The Bus Services Act 2017 does not contain any time constraints on the introduction of Enhanced Partnerships (EPs) or franchising. However, since publication of the National Bus Strategy, all local authorities in England are pursuing either an EP or developing a franchising business case.</p><p>We know that the provision of audible and visible information onboard local services can support a range of passengers to travel confidently. The 2021 National Bus Strategy included a commitment to use powers in the Bus Services Act 2017 to make Accessible Information Regulations, subject to final analysis, and we continue to work towards this goal.</p><p>We have now delivered the core components of the Bus Open Data digital service, data standards and the majority of the bus industry is compliant with the regulations. The current focus is working with non-compliant bus operators to support publication, enabling app developers and technologists to use the service.</p> more like this

answer text <p>The changes to The Highway Code to help improve road safety for people walking, cycling and horse riding have been communicated in two phases:</p><ul><li>A factual awareness raising campaign in February and March, alerting road users to the changes as they came into effect.</li><li>A broader behaviour change campaign in July and August, to align with seasonal increases in active travel, to help embed the changes and encourage understanding and uptake of the new guidance.</li></ul><p>Both phases of the campaign were supported by a significant media spend, using channels such as radio, digital audio, video on demand and social media advertising.</p><p>Specialist media planners and buyers are commissioned to secure the optimum and most cost-effective media placement for our messaging. The campaign plan used contextual opportunities, raising awareness at the point of the behaviour, as well as priming opportunities to diffuse tensions and build empathy and understanding amongst road user groups. Channels were selected that were able to build high levels of reach and frequency amongst the target audiences to deliver both message take-out and planned behaviour change.</p>

answer text <p>Our £20m Rural Mobility Fund is supporting 17 innovative, demand-led minibus trials in rural and suburban areas. These pilots are exploring whether Demand Responsive Transport (DRT) can serve these communities more effectively than traditional public transport solutions alone. It is too early to assess the full impact of the pilots. Each scheme is taking part in a detailed monitoring and evaluation process. This will provide a strong base of evidence and good practice for DRT and a better understanding of both the role it can play and the challenges associated with introducing it.</p><p>There are not currently plans for further bespoke DRT funding. Whilst it is for Local Transport Authorities (LTAs) to determine and prioritise investment in local transport, the Government’s National Bus Strategy asked all LTAs outside London to publish a Bus Service Improvement Plan (BSIP) covering the full area, including parts with differing needs, such as rural elements. The Strategy encourages new forms of bus provision in areas that are currently not adequately served by conventional timetabled buses. It is clear that DRT can play a part in delivering this.</p><p> </p><p>Funding has recently been allocated to 34 LTAs following assessment of their BSIPs, some of which include proposals for DRT.</p><p> </p>
