answer text <p>The Department set up Health Education England (HEE) to deliver a better health and healthcare workforce for England. HEE is responsible for ensuring a secure workforce supply for the future balancing need against demand, taking into account factors such as the age profile of the existing workforce, the impact of technology, and new drugs.</p><p> </p><p> </p><p> </p><p>In December 2013, HEE published its first annual workforce plan for England, covering the period 2014-15. This plan was determined through an assessment of future need by local National Health Service employers, and Local Education and Training Boards (LETBs) and used as the basis of an investment plan for England, which included community and district nursing requirements, alongside other professions.</p><p> </p><p> </p><p> </p><p>Working in concert with NHS healthcare providers, HEE is leading a programme of work to encourage nurses to return to practice. This work includes ensuring that the education programmes being commissioned are effective and meet the needs of patients and the NHS. All programmes are validated by the Nursing and Midwifery Council.</p><p> </p>

The September 2010 figures provided instead were accurate and there was no intention to mislead.</p><p> </p><p> </p><p> </p><p>The numbers of full-time equivalent (FTE) GPs, excluding retainers and registrars, and including retainers but excluding registrars, working in the NHS in England as at September 2009, 2010 and 2013 are shown in the following table. answer text <p>An important part of the National Health Service reforms was to establish clinical commissioning groups at which commissioning decisions are informed by a wide range of local clinicians. Therefore, the shape of community nursing services are organised locally, following advice from clinicians. This commissioning process also takes into account the local authority’s views through the Joint Strategic Needs Assessment and the local Health and Wellbeing Strategy, to ensure that services are based on the need of the local population, within the resources available and on evidenced-based best practice.</p><p> </p><p> </p><p> </p><p>NHS England has commissioned the Queen’s Nursing Institution to develop a workforce planning tool to support local areas in making sure they have the right number of community nurses for their needs. The Chief Nursing Officer has also set up a working group which is looking specifically at what we can do to increase the number of community nurses.</p><p> </p><p> </p><p> </p><p>The National Institute for Health and Care Excellence is also planning to produce guidance on safe staffing for community nursing care settings over the next two years. The development of this guidance and accreditation of related tools will ensure that all providers have what they need to make decisions to secure safe staffing levels.</p><p> </p>

answer text <p>Local government will receive funding for its additional responsibilities in commissioning 0-5 services. The Department is aiming to set out 0-5 funding allocations later in the year. NHS England area teams and local authorities are currently scrutinising the figures for 2015-16, as part of the process for determining the allocations. The key principle behind the transfer of responsibility is to ensure that the Department does not place any additional burdens on local authorities. More information about finance issues relating to the transfer is available from the Local Government Association’s website:</p><p> </p><p> </p><p> </p><p>www.local.gov.uk/documents/10180/6410150/Transfer+of+0-5+children's+public+health+commissioning+to+local+authorities+finance+issues/570e8a83-2e91-4cf0-887a-6bcf25674894</p><p> </p><p> </p><p> </p><p>At the point at which local authorities take over responsibility for commissioning public health services for children aged 0-5, (including health visiting services), the Government is intending to mandate the delivery of the key child assessment elements of the Health Child Programme. The Department is working collaboratively with its partners locally and nationally on the transfer of commissioning responsibilities and the associated funding issues. It is supported in ensuring a smooth transition by the service specification, “Public Health Functions to be exercised by NHS England” published November 2013, sets out expectations for the commissioning and provision of services and how area teams can work with local authorities ahead of the transfer of commissioning responsibilities in 2015.</p><p> </p><p> </p><p> </p><p>At the local level NHS England’s area teams and local authorities are working to develop plans, including timescales, for a smooth and effective transfer of the commissioning role. A programme of regional 0 to 5 years commissioning transfer events, organised in conjunction with the Local Government Association is underway, providing the means for local staff and key stakeholders to further develop their understanding of working together in respect of future arrangements.</p><p> </p>
