star this property answer text <p>The Foreign and Commonwealth Office continues to advise against all travel to Gaza (including the waters off Gaza) and we are not able to support individuals applying for entry or exit permits for Gaza. The Government recognises the need for major international organisations to carry out humanitarian and reconstruction work on the ground in Gaza. Medical staff should co-ordinate their entry to and exit from Gaza with those organisations. Israeli restrictions severely restrict the movement of medical professionals and patients in Gaza, hampering the provision of quality health services, as well as the pursuit of studies, continuing education and specialized training for medical professionals. Our Embassy in Israel regularly raises the matter of medical permits with the Israeli authorities.</p><p>We regularly raise issues relating to medical facilities and personnel with the Israeli authorities. We have stressed the need for safe and unimpeded passage for medical personnel. In particular we raise our concerns about medical facilities in Gaza, and medical permits, with the office for the Coordination of Government Activities in the Territories (COGAT). Our Ambassador to Israel discussed Gaza with COGAT on 17 September. Officials from our Embassy in Tel Aviv raised our concerns about the targeting of health workers with COGAT on 23 August.</p><p> </p>

star this property answer text <p>​The Government has repeatedly made clear to the Israeli authorities our serious concern at the increase in demolitions of Palestinian properties in Area C of the West Bank, and in East Jerusalem. In all but the most exceptional circumstances, demolitions are contrary to International Humanitarian Law. The practice causes unnecessary suffering to ordinary Palestinians and is harmful to the peace process. We call on the Israeli authorities to cease the policy of demolitions and provide a transparent route to construction for Palestinians in Area C.</p> more like this

star this property answer text <p>The British Government recognises the contribution non-governmental organisations (NGOs) make towards search and rescue in the Mediterranean. We do not provide direct support to these organisations. The UK has a strong record on Mediterranean Search and Rescue: between May 2015 and July 2018, UK naval assets rescued over 31,000 people through our contributions to EU operations SOPHIA and Frontex. The British Government's understanding is that the M.V. Aquarius, following the withdrawal of its flagged status by the Gibraltar Maritime Authority on safety grounds, was subsequently registered under the Panama flag. However, the Panamanian Maritime Authority revoked its registration in September. It is not for the British Government to intervene in Panama's decision. The UK has not received a request from the owners of the Aquarius or its most recent operators, the NGOs SOS Méditerranée and Médicins Sans Frontières, for re-registration under a British flag. Should we receive such a request, the application would be considered according to the usual procedures.</p>

star this property answer text <p>Ensuring a stronger, more democratic and more prosperous Eastern neighbourhood remains a priority for Her Majesty's Government. We recognise that a thriving civil society and strong, independent institutions are key to achieving these objectives. The Government is already providing targeted assistance to Moldova, Belarus and Ukraine through its Global Britain, Good Governance and Conflict, Stability and Security Funds and will commit over £17 million towards these countries this year.</p><p>In Belarus, the UK is funding a number of projects on human rights and economic reform. This includes projects on improved access to justice for children, preventing domestic violence and improved transparency in financial reporting of state-owned enterprises.</p><p>In Moldova, the UK is providing support to civil society on local government accountability and independent media. We are also providing support to State institutions, especially in the financial and banking sectors.</p><p>In Ukraine, the UK is providing programme assistance to institutions including the National Anti-Corruption Bureau, the Cabinet of Ministers, the Ministry of Finance, the Ministry of Economic Development and Trade, and the Ukrainian Public Broadcaster. Projects also include support for civil society in monitoring government and increasing democratic inclusion.</p>

star this property answer text <p>​The UK is concerned about reports of human rights abuses in the Philippines, including the high death toll associated with the 'war on drugs', the treatment of human rights defenders, journalists and land rights campaigners and moves to reintroduce the death penalty.</p><p>In August 2018, the Minister for Asia and the Pacific raised our concerns with several Philippine Ministers during his trip to Manila. Foreign and Commonwealth Office officials raised human rights with the Philippines Ambassador on 21 September. At the UN Human Rights Council in September 2018, we urged the Philippines to investigate killings associated with the &quot;war on drugs&quot; and to ensure the safety of Land Rights Defenders.</p><p>We do not currently provide any support to the Juvenile Justice and Welfare Council and have no plans to do so.</p><p>Our Embassy in Manila has used Her Majesty's Government's Modern Slavery Fund to support groups working on the effective implementation of the Republic Act 7610.</p>

star this property answer text <p>The Government remains concerned about reports of abuses and violence directed against women in Pakistan. Our concerns are reflected in the latest update to the Foreign and Commonwealth Office annual human rights report available at the gov.uk website.</p><p>We regularly raise our concerns about the protection of vulnerable groups, including women, with the Pakistan government at a senior level. During his visit to Pakistan in September 2018, the Home Secretary raised the importance of tackling violence against women and girls.</p><p>Pakistan remains a priority for UK development assistance, with programmes designed to improve human rights and opportunities for women. The Department for International Development's &quot;Aawaz&quot; Voice and Accountability programme in Pakistan works to empower female youth leaders from Punjab (and Khyber Pakhtunkhwa) to challenge discriminatory social norms in their communities.</p><p>Our Rule of Law programme in Pakistan aims to strengthen the formal criminal justice system through more effective investigations and prosecutions of crime. It will help to build public confidence in the formal justice system and encourage a move away from the use of &quot;jirga councils&quot;. Part of the programme focuses specifically on improving access to justice for women and girls.</p>

star this property answer text <p>In Turkey, suspects can be held in police custody for 48 hours only without being charged. In some circumstances this period can be extended up to 12 days. For the suspect then to remain in detention, they must be charged and their detention must be approved by a court. According to a statement by the Turkish Justice Minister on 20 November, there are 57,000 people in detention in Turkey whose sentence has not been confirmed. Some of these individuals may be awaiting their first hearing. Others will be part way through their hearing at a first instance court. Others will have been convicted by a first instance court but are appealing their conviction. We are concerned by the high numbers of people in pre-trial detention and will continue to monitor these issues closely.</p> more like this

star this property answer text <p>We encouraged the Turkish authorities to release the reports of the Council of Europe's Committee for the Prevention of Torture following their visit in 2016 to Imrali island where Abdullah Ocalan is being held. The Turkish government did so, along with their official response, in March 2018. Our Embassy in Ankara maintains regular contact with the People's Democratic Party (HDP) on a range of issues, including with respect to their support for improved prison conditions for Mr Ocalan. In request of hunger strikers in other prisons, we expect Turkey to meet their international commitments in relation to detention conditions, including providing access to appropriate medical treatment. UK support for Tunisia has more than doubled since 2014-15, and this coming financial year will exceed £12 million.</p><p>On 26 July 2017 we changed our travel advice for Tunisia and no longer advise against all but essential travel for most of the country, including the interior of Tunisia. However, we continue to advise against all travel to areas such as the closed military zones in the south and west of the country, and the Libyan border. This does not mean that there are no risks to British nationals visiting other parts of Tunisia. Anyone considering travel to Tunisia should consult the relevant Foreign and Commonwealth Office Travel Advice, which has further information including on the security situation.</p> more like this

Of this between £40,000 - £50,000 is being spent on projects relating to public health effects of drug use and abuse. This does not include the Newton Agham Programme or the Prosperity Fund which are not focused on health.</p><p>The projects are not specifically aimed at prisons and detention centres, although our Embassy in Manila does make regular consular representations on prison and detention centres in the Philippines.</p><p>In addition to bilateral spend, in 2016, the Philippines received £8.36 million of UK aid through multilateral organisations. This included funding on the health sector.</p><p>We do not have an estimate of spend by international and multinational funds for such purposes.</p> more like this

star this property answer text <p>The British Government's view on the importance of the rule of law is clear, consistent and well known in the Philippines. In August 2018, Mr Field raised our concerns with several Philippine Ministers during his trip to Manila.</p><p>In November 2018 a senior official from the Foreign and Commonwealth Office called on the Government of the Philippines to ensure thorough and independent investigations into deaths relating to the war on drugs and deaths of human rights defenders, and to commit to bringing those responsible to justice. The British Embassy in Manila consistently champions democratic values, including the independence of the judiciary and a free parliamentary opposition. Cases of harassment of high profile political opponents are regularly raised with the Government of the Philippines. We have also raised our concerns about media freedom and action taken against the media organisation Rappler. We maintain close contact with human rights groups in the Philippines and the UN on a range of human rights issues.</p>

We are pleased the electoral observers reported that the elections passed peacefully, with a smooth process and decisive result. Our Embassy in Manila continues to follow developments over her case closely.</p><p>Our position on the importance of rule of law is clear, consistent and well known in the Philippines. We continue to underline the need for the rule of law to be upheld and due process followed.</p><p>In August 2018, the Minister of State for Asia and the Pacific underlined our views with several Philippine Ministers during his trip to Manila. In November 2018, Senior Officials underscored the same point during our High level Political Talks. Most recently, the Prime Ministers' Trade Envoy to the Philippines, Richard Graham MP, raised these issues with Philippine Ministers during his visit to the country in February 2019.</p> more like this

star this property answer text <p>The British Government is committed to supporting Greece's efforts to manage migration effectively, which includes working with the Greek Government to support the most vulnerable.</p><p>The Greek Government is continuing to reduce overcrowding by transferring vulnerable migrants and asylum seekers to accommodation that is more suitable on the mainland. On behalf of EU Member States, the EU Commission is working with, and pressing, the Greek authorities to speed up this process. This is alongside the Commission's continuing wider efforts to make overall improvements, including to the Greek appeals and returns processes.</p><p>The Government continues to offer support to alleviate the pressures on the islands and make sustainable improvements to the migration system. The Immigration Minister and Development Secretary visited the migrant camps last summer to assess the conditions and engage with the Greek authorities and other agencies on the ground. UK support includes the deployments of interpreters to the Greek Reception and Identification Service on the Greek islands. The interpreters help the Greek Government in processing arriving migrants, and specifically help facilitate the identification of migrants who are vulnerable to ensure they receive support as quickly as possible.</p><p>More widely, we have stepped up our efforts to enable the most vulnerable unaccompanied children, where it is in their best interest, to relocate from Europe to the UK, by removing the date criterion in the Dubs Amendment. This has meant that participating States such as Greece can now refer the most vulnerable children regardless of when they arrived into Europe.</p>

star this property answer text <p>The British Government has not carried out such assessments. However, we continue to assess more broadly current levels of migration, asylum and migration capabilities, conditions for migrants themselves and the impact on communities. Where it is appropriate to provide support, the UK has, for example, in Bosnia-Herzegovina, made available £500,000 to support a project delivered through the International Organisation for Migration (IOM) to contribute to local governments' efforts to enhance community stabilization and social cohesion in targeted locations in Una Sana Canton, following the recent increase in migrant arrivals. In Serbia, we have spent over £500,000 to improve asylum management systems by providing technical assistance and building capacity, again delivered through the IOM. Consistent with the UK's 'whole of route' approach to tackling irregular migration, we hold regular discussions, in both multilateral and bilateral settings, with a range of international partners to promote and uphold human rights, humanitarian conditions and other standards in the design and delivery of policies affecting migrants, refugees and asylum seekers, and would raise any concerns in this context.</p>

Of particular concern are two developments from February 2019: (1) the six year prison sentence handed down to Jehovah's Witness Dennis Christensen; and (2) reports of the torture of Jehovah's Witnesses while in detention. We worked with international partners to deliver EU statements to the Council of Europe and the Organization for Security and Co-operation in Europe on these issues. In these statements, we called on Russia to respect its international commitments on freedom of religion or belief, and to investigate the reports of torture, ensuring those responsible are held accountable.
