This includes the Plug-in Motorcycle Grant, which was introduced in 2017. Through this grant, the Government has provided £8m funding to support the adoption of these vehicles.</p><p> </p><p>A consultation on when to end the sale of new non-zero emission L-category vehicles (including mopeds and motorcycles) was conducted earlier this year. The Driver and Vehicle Standards Agency’s (DVSA’s) Market Surveillance Unit conducts an annual emissions-testing programme to test vehicle emissions in the real world. Where testing identifies non-compliant emissions the DVSA works with the manufacturer to implement improvement plans.</p><p> </p><p>In 2018, the Government strengthened restrictions against the use of illegal emissions technology by passing legislation making it an offence for manufacturers to place motor vehicles on the market which contain prohibited defeat systems. 	answer	answer is ministerial correction date of answer 30/03/2023 answer text <p>In 2016, the DVSA Market Surveillance Unit (MSU) was established to test vehicle emissions in the real world as well as in labs and investigate suspicious practice, significantly increasing oversight of vehicle emissions. The results of the MSU annual emissions-testing programme are made publicly available at <a href="https://www.gov.uk/government/collections/dvsa-vehicle-market-surveillance-unit" target="_blank">https://www.gov.uk/government/collections/dvsa-vehicle-market-surveillance-unit</a>. Where MSU testing identifies non-compliant emissions, including suspicions of a prohibited defeat device, DVSA works with the manufacturer to implement improvement plans. Where action has been carried out this is explained within the published reports. The plan is monitored through regular updates from the manufacturer. <br></p><p>To restrict the use of illegal emission technologies, the Government was at the forefront of the introduction at a European level of Real Driving Emissions (RDE) requirements for new cars and vans, which came into force in September 2017. This is an emissions test conducted on public roads using portable emissions measurement equipment, which due to its random nature makes it virtually impossible to ‘cheat’. 	answer	answer is ministerial correction date of answer 06/09/2021 answer text <p>Neither the Secretary of State nor I have had any discussions with the Secretary of State for Transport on this subject to date.</p><p> </p><p>In January 2017, new legislation came into force with more stringent emission limits for major air pollutants from engines used in NRMM. It extends the scope of existing legislation to cover all sizes of petrol and diesel engines used in NRMM and it improves the legal framework. As of January 2019, new emission standards are mandatory for new engines being sold, for the first tranche of categories.</p><p> </p><p>The Government also announced that it will remove the entitlement to use red diesel from April 2022 for many sectors, which will have benefits for air quality as red diesel is currently a cheaper fuel option for use in NRMM, whether for power lawnmowers, refrigerated lorries or excavators. This change will incentivise diesel fuel users to improve the energy efficiency of their machinery, invest in cleaner alternatives, or just use less fuel. The Department for Business, Energy and Industrial Strategy has also recently launched a <a href="https://www.gov.uk/government/publications/red-diesel-replacement-competition" target="_blank">Red Diesel Replacement competition</a>, to support the development and production of innovative clean energy technologies that affected businesses can switch to.</p><p> </p><p>In addition, following recent work to improve the evidence base about different NRMM and their emissions, which involved working with industry and sector experts, we are now considering next steps. Doing this will help us meet our climate change obligations, improve air quality, support economic growth and put us at the forefront of the electric vehicle revolution with vehicles built right here in the UK. The Plug-in Car Grant focuses grant funding on more affordable zero emission vehicles priced under £35k where most consumers will be looking and where public money will make more of a difference. The Government has pledged £582 million in grants for those purchasing zero or ultra-low emission vehicles to make them cheaper to buy and incentivise more people to make the transition. The March 2020 Budget confirmed that users of zero emission cars will continue to benefit from favourable company car tax rates until 2025 (1% of list price in 2021/22 and 2% in 2022/23 though to 2024/25).</p><p>Additionally, all zero emission cars are exempt from vehicle excise duty (VED). It is vital that these powers are used to help deal with local air quality issues where necessary and there are no plans to review these powers.</p><p>Within AQMAs, designated local authorities also have powers to carry out roadside testing of vehicle emissions to reduce pollution from road traffic. They can do this where any part of the area is designated as an AQMA in accordance with the legislation. The local authority must apply to the Secretary of State for Transport to be a designated local authority.</p><p>Since these powers became available, vehicle technology has moved on significantly. 	answer	answer is ministerial correction date of answer 02/02/2021 answer text <p>The 2017 UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations outlines how local authorities with persistent NO2 exceedances, identified using national modelling, must take robust action to improve air quality. We are working closely with these local authorities and making £880m of funding available to deliver compliance with NO2 levels as soon as possible.</p><p> </p><p>Local authorities are also required to review and assess local air quality. If their assessment shows that local pollution levels exceed local air quality objectives they must declare an Air Quality Management Area and develop an Air Quality Action Plan with the aim of reducing air pollution to within statutory limits.</p><p> </p><p>Local authorities have a range of powers to take action to reduce pollution from road vehicles, such as restricting car access around schools and enforcing anti-idling laws. In addition, Defra’s Air Quality Grant programme provides funding to local authorities for projects in local communities to tackle air pollution. 	answer	answer is ministerial correction date of answer 01/02/2021 answer text <p>Highways England has undertaken a programme of work to improve air quality on the Strategic Road Network (SRN), in the first Road Investment Strategy (RIS1) and RIS2, and has published its own air quality strategy at: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/634933/N160081_Air_Quality_Strategy_Final_V18.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/634933/N160081_Air_Quality_Strategy_Final_V18.pdf</a>.</p><p> </p><p>This programme has included monitoring the effectiveness of tall barriers and running an open competition to gather ideas from a wide range of organisations.</p><p> </p><p>To support the mitigation of air quality issues, Highways England has invested £12.5 million of its Air Quality Designated Funding with authorities in Leeds, Coventry, Kent, Nottingham, Sheffield and Bristol to implement an electric van scheme to support the uptake of zero emissions vans.
