star this property answer text <p>Details of the seven initiatives supported through the Cyber Skills Immediate Impact Fund (CSIIF) pilot are published on the CSIIF gov.uk page. Initiatives are based in London, Leeds, Bristol, Worcester, Salford and Essex. A number of these initiatives have a national reach, including online platforms that can be accessed by individuals across the UK.</p><p> </p><p>Approximately 170 individuals were either participating or had been identified to take part in the seven CSIIF pilot initiatives as of end of October 2018. Five of those initiatives have commenced in full and two continue to identify participants. The full level of participation and an assessment of employment outcomes of all seven pilot initiatives will be considered as part of an independent evaluation in 2019.</p><p> </p> more like this

The winners of the Arts and Humanities Research Council’s Creative Industries Clusters Fund are due to be announced this month; both the Audiences of the Future programme and the Cultural Development Fund are underway; and further detail on the DCMS funded Creative Careers and Investment Readiness programmes are to be published shortly. Four rounds of Intellectual Property roundtables have taken place to discuss issues within social media, digital advertising and online marketplaces, and the new Trade and Investment Board is due to hold its inaugural meeting later this month.</p> more like this

star this property answer text <p>The music industry is a major success story for the UK and the government recognises the importance of the continued mobility of talented individuals and groups to support cultural and creative cooperation and the continued growth of the sector.</p><p> </p><p>Recognising the depth of the UK-EU relationship, the UK is seeking reciprocal mobility arrangements with the EU in a defined number of areas, for example to allow business professionals to provide services, or tourists to continue to travel visa-free. This is in line with the arrangements that the UK might want to offer other close trading partners in future, where they support new and deep trade deals. This is subject to wider negotiations with the EU.</p> more like this

star this property answer text <p>The Government published its Future Telecoms Infrastructure Review (FTIR) in July 2018, setting out its strategy for delivering its target for a nationwide full fibre broadband network by 2033. On 29 October, DCMS published two of the consultations promised in the FTIR, on new legislation to reform existing access agreement arrangements to provide a right of entry for communication providers in cases of absentee landlords, and to ensure full fibre connections to new build developments. At Budget, the Government also announced £200m from the National Productivity Investment Fund (NPIF) to further support the deployment of full fibre to the commercially most difficult to reach premises. In its October Connected Nations report, Ofcom confirmed that full fibre coverage had reached 1.4 million premises in May 2018, up from less than 900,000 premises in May 2017. Commitments to full fibre rollout from industry have also continued, for example with CityFibre recently announcing a £2.5 billion investment plan to expand its full fibre network to 5 million homes.</p>

star this property answer text <p>Since April 2016, Arts Council England (ACE) has invested more than £85,470,000 in theatre in the Midlands, including regular funding to their National Portfolio Organisations, National Lottery Grants for the Arts and Project Grants and Strategic funding. From the Royal Shakespeare Company in Stratford, to the National Student Drama Festival in Leicester, ACE support a diverse range of work which has international appeal, is accessible to audiences of all ages and backgrounds, and plays a key role as part of England’s vibrant arts and cultural ecology.</p><p> </p><p>Between June 2016 and March 2018, Arts Council invested £2,737,902 in Strategic Touring in the Midlands region. This programme funded touring work focusing specifically on areas of low engagement with the arts and those that rely on touring for much of their arts provision. It also extended the reach of high-quality work by broadening the range of venues presenting it, as well as forging stronger relationships between audiences, promoters, venues, artists and producers.</p>

star this property answer text <p>The Government's Grant Standards include a requirement for grant agreements to provide a clear description of how funding should be spent which precludes the use of government funding for paid for lobbying, where lobbying is not a requirement of the grant.</p><p> </p><p>Providing feedback to a department on a funded programme, or responding to public consultations, where the topic is relevant to the objectives of the grant scheme, for example, would be permitted, as described in the guidance which supports the Grant Standards.</p><p> </p><p>Grant Standards do not restrict how charities spend their non-government funding.</p><p> </p><p>This ensures public funds are used as intended and protects charities independence, freedom of speech and their ability to contribute their expertise to policy development.</p><p> </p> more like this

The 2018 London games were another great success, with average attendances of 85,000 demonstrating the strong appetite for American football in the UK. The report, which is attached, can be found here: https://www.ofcom.org.uk/__data/assets/pdf_file/0021/121683/diversity-in-TV-2018-report.PDF</p><p> </p><p>Now in its second year, the report makes clear that broadcasters still have much work to do to make their workforces more representative and reduce data gaps so a more accurate picture can be built. The government supports Ofcom’s work and expects broadcasters to voluntarily publish data on all diversity characteristics, not just the ones they are obliged to by law, to ensure that Ofcom is able to produce the most comprehensive reports possible.</p> more like this

star this property answer text <p>We do not hold specific statistics for Central London, but the thinkbroadband website states that in London 97% of both residential and business premises have access to a superfast service.</p><p> </p><p>DCMS has made superfast broadband available to more than 95% of the country through its Superfast programme, and at least a further 2% is likely to be achieved. Of which, 340,000 premises (over 1% of premises) are contracted to be delivered by March 2019.</p><p> </p><p>However where the government can intervene in the marketplace is determined by State Aid rules which are designed to avoid distortions in functioning markets. This means that in the majority of urban areas – including Central London – where there is competition between suppliers, the government is unable to invest in broadband. These commercial areas were identified during the planning phases of superfast broadband projects. The reason for this approach was to avoid investing scarce public funds in an area that were going to get superfast connections through commercial arrangements and/or to avoid public investment distorting the normal functioning of a competitive broadband market.</p><p> </p><p> </p>

DCMS has not estimated total savings delivered to the public purse using Social Impact Bonds since 2010.</p><p> </p><p>Several Social Impact Bond programmes have been independently evaluated and some of these evaluations estimate savings. As set out in the White Paper on our future relationship with the EU, the UK will make a sovereign choice to seek reciprocal mobility arrangements with the EU in a defined number of areas, for example to allow business professionals to move to provide services, or tourists to continue to travel visa-free. We have been collaborating closely with other government departments to help them to understand the particular needs of the music sector.</p><p> </p><p>My department benefits from research carried out by trade organisations and umbrella bodies.</p> more like this

We will also seek to negotiate a mobility framework with the EU that supports businesses to provide services, and allows people to travel freely without a visa for tourism and temporary business activity. Subject to the negotiations, we expect these measures to minimise barriers to UK businesses, including sports organisations such as British Rowing, in trading and working with their counterparts in the EU after we leave.</p> more like this

star this property answer text <p>The Cyber Essentials scheme is largely self sustaining. The small cost to Government is mostly made up from proportions of time from members of staff within the National Cyber Security Centre and the Department for Digital, Culture, Media and Sport. This includes governance, technical oversight, policy development and contract management.</p><p> </p><p>The original start-up costs included an injection of investment from the Government's National Cyber Security Programme in 2014 of £766,000, but this does not include the staffing costs from the three departments which originally developed the scheme: GCHQ, the Department for Business, Innovation and Skills, and the Cabinet Office.</p><p> </p><p>The financial model for delivery of the Cyber Essentials scheme involves Government overseeing the governance, technical oversight, policy development and contract management of five industry Accreditation Bodies. The Accreditation Bodies are responsible for marketing the scheme along with their Certification Bodies and providing the certificates to those wishing to achieve certification. The Accreditation Bodies and Certification Bodies charge a fee for the issuing of certificates and any related services provided.</p>

star this property answer text <p>DCMS works with the Libraries Taskforce and local and central government to promote good practice and innovation to sustain and improve library services provided by local authorities in England, including in Barnet. Library services in England can help transform lives, communities and society as a whole, including in relation to children by supporting them to develop and enjoy their reading; to learn and study; and to take part in events and activities. For instance, the annual Summer Reading Challenge, run by The Reading Agency, promotes reading for children at their local libraries and has resulted in many thousands of children aged 4 – 11 joining a library and accessing library services.</p><p> </p><p>In addition, DCMS provided £3.9 million to the Libraries: Opportunities for Everyone innovation fund to enable library services to trial innovative projects that would benefit disadvantaged people and places in England. These included a number of projects which promoted children’s access to library services.</p>

star this property answer text <p>Ministers and officials hold regular discussions with Ofcom on a range of issues, including on the provision of children’s content.</p><p> </p><p>With the Digital Economy Act 2017, Ofcom was given new powers to publish criteria on commercial public service broadcasters’ provision of children’s programming and, if appropriate, to set related conditions. In response to this, in November 2017 Ofcom launched a review of children’s content. Ofcom has asked the public service broadcasters to develop and share their plans to address Ofcom’s concerns on children’s content and we look forward to Ofcom’s assessment of these plans in due course.</p><p> </p><p>The government is also providing direct support to the development of children’s content through the Contestable Fund pilot, which will provide up to £60 million to help stimulate the provision and plurality of UK-originated content for young audiences and radio.</p> more like this

star this property answer text <p>The Block Grant Transparency publication (https://www.gov.uk/government/publications/block-grant-transparency-december-2017-publication) sets out details of all additions to the Devolved Administrations’ budgets since the 2015 Spending Review. The Barnett Formula will have been applied to all changes to the DCMS budget at both Spending Reviews and at Fiscal Events in the normal way as set out in the Statement of Funding Policy.</p><p> </p><p>Companies from across the country have been directly engaged in legacy infrastructure and projects - for example, South Wales based Pro Steel were awarded contracts as part of the transformation of the Olympic Stadium roof post-2012 Games, they secured a £1m loan to enable them to compete for the work from Finance Wales. Pro Steel were also awarded a subcontract by BAM Nuttal for transformation work in Queen Elizabeth Olympic Park post games consisting of re-purposing and construction of a bridge in the north of the Park near the Velodrome. They were also awarded the contract to make modifications and strengthening works to another bridge, and supply and installation of a third bridge.</p><p> </p><p>Last week I met with my counterparts in Wales and Scotland to discuss the many opportunities the Birmingham 2022 Commonwealth Games presents to the whole of the UK. The department and I look forward to continuing to work closely with the devolved nations to ensure the many opportunities the Games presents - from hosting the Queen's Baton Relay to providing a base for athletes to train - are seized across the country.</p>

star this property answer text <p>Public libraries play an important role in giving everyone opportunities to improve their life chances and achieve their full potential. They support individuals, communities and society by providing access to books and information, bringing people together and providing them with support and guidance at every stage of their lives.</p><p> </p><p>The Libraries Taskforce, jointly established by the Department for Digital, Culture, Media and Sport (DCMS) and the Local Government Association, published Libraries Deliver: Ambition for Public Libraries in England 2016-2021 in December 2016. This strategy sets out seven strategic outcomes that libraries support, along with information and evidence about the impact they have in relation to:</p><ul><li>cultural and creative enrichment</li><li>increased reading and literacy</li><li>improved digital access and literacy</li><li>helping everyone achieve their full potential</li><li>healthier and happier lives</li><li>greater prosperity</li><li>stronger, more resilient communities</li></ul><p> </p><p>The Taskforce reviews progress against the Ambition aspirations and action plan annually. DCMS continues to work with the Libraries Taskforce and its member organisations to support the libraries sector. This includes developing and strengthening the evidence base on the impact of public library services on the outcomes, and to encourage good practice and innovation in achieving these aims. DCMS also advocates the value and contribution of public libraries across central and local government.</p>

star this property answer text <p>The Black Cultural Archives (BCA) makes an important contribution to preserving and celebrating the diverse cultural heritage of Britain, as well as supporting the local community in Lambeth.</p><p> </p><p>BCA has received significant support, including over £4 million from the Heritage Lottery Fund to restore and develop Raleigh Hall in Brixton as a permanent home and heritage centre for BCA’s archives and collections.</p><p> </p><p>DCMS is working with BCA, alongside The National Archives and other DCMS public bodies, to help it to become financially sustainable and to seek to develop its ambitions to become a national resource.</p> more like this

star this property answer text <p>We published the Review of Gambling Machines and Social Responsibility Measures in May. This set out measures to strengthen protections around gaming machines, including cutting the maximum stake on B2 machine from £100 to £2, online gambling, and gambling advertising. It also set out action on treatment and support for those who experience harm, including initiatives to improve the evidence on treatment needs and effectiveness, expand access to existing services and strengthen the voluntary system for funding support. Government has also encouraged industry to increase its funding for third sector initiatives to support people with a gambling addiction.</p><p> </p><p>GambleAware, an independent charity, commissions treatment services, including the National Gambling Helpline and counselling services, specialist treatment delivered by the NHS National Problem Gambling Clinic and the Gordon Moody Association. GambleAware aims to triple access to its treatment services across the country and recently announced the establishment of a further specialist NHS clinic and Problem Gambling Support team in Leeds.</p><p>As demonstrated by the report Gambling Behaviour in Great Britain 2016, which is based on the combined Health Surveys, there is an association between mental health and problem or risky gambling behaviour. Some problem gamblers will therefore access support through services for other addictions and mental health conditions. The National Institute for Care and Health Excellence (NICE) has been commissioned to explore developing a guideline on non-chemical addictions, including gambling, which would give support to clinicians seeking to support problem gamblers.</p><p> </p>

The report also found that gross value added generated by the design economy increased by 52% between 2009 and 2016, with over 1.69 million people employed in the design economy and over 78,000 design intensive firms operating in the UK in 2017.</p> more like this
