Each body assesses prospective suppliers’ ability to deliver its obligations during each procurement exercise before the award of contracts. This to comply with procurement regulations and statute, as well as evaluate the company’s competence and capability. Before contracts are signed there are various layers of governance across the ALBs, the Department, Cabinet Office and HM Treasury depending on the circumstances of each procurement. We are aware of a number of proposals reported during the recent election period. The new Brazilian President takes office on 1 January 2019. It is for the Government of the day to formulate its own policies and it would be inappropriate to speculate at this stage on the decisions that the new Government may make. With this in mind, any amendments to the VAT regime as it applies to physical and digital publications must be carefully assessed against policy, economic and fiscal considerations.</p><p>HM Treasury officials have discussed EU Directive 2006/112 in the usual UK and EU fora.
