We do not have any role in setting Coalition policy, or executing air strikes in Yemen. We continue to emphasise to all members of the Coalition the vital importance of compliance with international humanitarian law (IHL), press for action to address the humanitarian crisis, and encourage all parties to engage in the UN-led political process in good faith.</p><p>The UK regularly encourages Saudi Arabia to conduct thorough and conclusive investigations into reports of alleged violations of international humanitarian law. Egypt is a Foreign and Commonwealth Office Human Rights Priority Country and the UK regularly raises concerns about human rights with the Egyptian Government both in public and private. On 18 September we issued a statement at the UN Human Rights Council in which we raised specific concern about the 'arrests of activists, bloggers and journalists'. I also raised our human rights concerns with the Egyptian Foreign Minister during my visit to Cairo on 14 October. The Global Coalition against Daesh, of which we are a member, works closely with the SDF in the ongoing fight against Daesh and engages with them on a number of related issues, including the situation of former Daesh fighters and their families, including children. As part of our significant humanitarian programme, the UK is expanding support for non-formal education activities in former Daesh-controlled areas in Northeast Syria, alongside psychosocial support for children affected by trauma. The UK continues to call on all parties to respect international humanitarian law and protect civilians and humanitarian actors, so aid can reach those in desperate need, and those responding to the crisis can help the most vulnerable without fear of attack. Under a duty of care to their staff, humanitarian agencies should be conducting risk assessments and taking appropriate mitigating action to protect workers. The UK will continue to support any action to protect humanitarian actors throughout the country.</p><p> </p><p>The UK does not make ransom payments, on the basis that providing money or property fuels terrorist activity and encourages further kidnappings. Any payment to, or for the benefit of, a proscribed terrorist organisation is contrary to UN sanctions, and therefore illegal. DFID aid complies with UK and international counter terrorism legislation, and our funding agreements commit partners to understand and comply with international counter terrorism legislation. There remains a very high risk of kidnapping in Idlib and throughout Syria, which can be for financial or political gain. An individual's occupation may not protect them against kidnapping, and many terrorists in Syria view those engaged in humanitarian aid work as legitimate targets.
