answer text <p>The UK is working alongside international partners to prepare support for domestic and international election observation missions however, as is standard practice, invitations for observation mission will not be issued by the Government of Zimbabwe until the election date is announced. Alongside a small British Embassy Harare electoral monitoring mission, we hope to see larger electoral missions from the African Union, Southern African Development Community, EU, Commonwealth and other NGOs.</p> more like this

answer text <p>As set out in the Minister for Development and Africa's statement on 31 August, the UK shares the view of the Election Observation Missions' preliminary statements that the pre-election environment and election day fell short of regional and international standards. Specific issues included a lack of transparency in the tallying of results, as well as the arrests of domestic observers. The UK remains committed to supporting Zimbabwe and its people on a path to long-term, inclusive, and resilient development, democracy, and prosperity. No UK Official Development Assistance (ODA) is channelled directly through Government of Zimbabwe systems. Instead, we work primarily through multilateral organisations, notably United Nations agencies, as well as international NGOs and the private sector ensuring maximum impact and targeted support reaches the most vulnerable Zimbabweans.</p> more like this

answer text <p>There are severe restrictions on media freedom in China, and the situation for journalists is deteriorating. In July 2023, the UK raised its concerns about censorship and media freedom in China, including the case of citizen journalist Zhang Zhan, in its 2022 Human Rights and Democracy Report. British diplomats have attempted to attend trials of citizen journalists and rights activists in China.</p><p>More generally, we regularly raise the human rights situation in China directly with the Chinese authorities at the highest levels. The Foreign Secretary did so in his introductory call with China's Foreign Minister on 5 December.</p> more like this

answer text <p>We share UNICEF's assessment that the El Nino phenomenon has contributed to failed rains across Southern Africa, resulting in serious drought in both Zambia and Malawi, which in turn will have a serious impact on children and the most vulnerable. We welcome the swift actions of Presidents Hichilema (Zambia) and Chakwera (Malawi) in declaring a state of national disaster and emergency across Zambia and within 23 out of 28 districts in Malawi.</p><p>In Zambia, the UK is committing to the rapid expansion of the Social Cash Transfer scheme to reduce food insecurity for an additional 6 million people and pivoting our existing nutrition programmes to expand access to treatment. We deployed a UK Humanitarian Stabilisation Operations Team to support the Government of Zambia's drought response coordination. In Malawi, the UK has contributed to the Government's investment into disaster risk financing instruments which will provide an immediate response when triggered. The Malawian Government is currently preparing its own El Nino Response Plan which will outline further international assistance requirements. The UK will continue to monitor the situation closely.</p>

If passed, we intend that the new powers will come into force by summer 2023 for an initial 18-month period in selected areas. An evaluation will determine whether to fully roll out the changes.
