This is why, at £85,000, the UK has a higher VAT registration threshold than any EU Member State and the second highest in the OECD. This keeps the majority of UK businesses out of VAT altogether. Nearly half of businesses that are VAT registered are voluntarily registered under the threshold.</p><p>Views on the threshold are divided and the case for change has been regularly reviewed over the years. While some businesses have argued that a higher threshold would reduce administrative and financial burdens, others contend that a lower threshold would provide a fairer competitive environment.</p><p>Following the Office of Tax Simplification report published on 7 November 2017, the Government published a call for evidence on 13 March 2018 inviting views on the effect of the current threshold and what policy options could better incentivise growth. A summary of responses was published at Budget 2018. The statistics can be accessed via their website at <a href="http://www.ons.gov.uk" target="_blank">www.ons.gov.uk</a>.</p><p>The Home Office Commercial Victimisation Survey 2016 provides an analysis of crimes against businesses and shows that crimes against the wholesale and retail sector fell between 2012 and 2014, followed by a small increase between 2014 and 2016. According to the Survey, 67 per cent of the crimes against the sector in 2016 were shoplifting incidents.</p><p>As part of the response to these crimes, we encourage all retailers to report shoplifting to the police whenever it occurs, so that these crimes can be investigated and, where appropriate, the offenders brought to justice. It must, however, remain a matter for chief constables and Police and Crime Commissioners, as operational leaders and elected local representatives, to decide how best to deploy resources to respond to these crimes. However, the department has been in close communication with various stakeholders, including several wraparound childcare providers and extra-curricular providers, since the start of the COVID-19 outbreak. A full set of findings on rental e-scooters from this evaluation will be included in the final report due later in 2022.</p><p> </p><p>The evidence gathered during the trials will inform whether e-scooters should be legalised in the future, and how we can ensure their use is as safe as possible.
