We are appalled by the violence used by the Democratic Republic of Congo forces against peaceful protestors. We have publicly condemned the excessive use of force on both 31 December 2017 and 21 January 2018. Ultimately it is for clinical commissioning groups (CCGs), who are primarily responsible for commissioning diabetes services, to meet the requirements of their population. In doing so, CCGs need to ensure that the services they provide are fit for purpose, reflect the needs of the local population and are based on the available evidence and take into account national guidelines.</p><p> </p><p>Freestyle Libre, the flash glucose monitoring system manufactured by Abbot was included in Part IX of the England and Wales Drug Tariff from November 2017. People with diabetes insipidus or diabetes mellitus (except where treatment is by diet alone) - which includes type 1 and type 2 diabetes - are eligible for free NHS prescriptions if they hold a valid medical exemption certificate. 	answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>Where civil servants are working for a non civil service organisation, this is done under a secondment agreement and not as contracting out.</p><p> </p><p>In such situations, a secondment agreement is normally put in place between the two organisations setting out the responsibilities of both towards the secondee during the period of the secondment. Through this, the employing department is able to satisfy itself that the host organisation is aware of and able to discharge the relevant employment responsibilities.</p><p> </p><p>As set out in section 10.3 of the Civil Service Management Code, civil servants who are on secondment remain subject to their normal terms and conditions, including in relation to conduct, discipline and disclosure of information. 	answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>We know that mental health needs are much more prevalent among children in care, which is why NHS England is currently testing models for the use of personal budgets for looked after children, which includes children on the edges of care.</p><p>The Department of Health and Social Care and the Department for Education also commissioned the Social Care Institute for Excellence to convene an expert working group to look at improving the mental health and emotional wellbeing of looked after and previously looked after children. A report was published at the end of last year and the Departments are considering the recommendations in the report and how to take them forward.</p><p>Transitions from children and young people’s mental health services to adult services can be a difficult time for young people. NHS England has therefore developed a model specification for such transitions and included transition from children and young people’s mental health services as one of 13 mandatory national indicators in the Commissioning for Quality and Innovation scheme (2017/19). This offers financial incentives to local areas to make improvements in support of the Five Year Forward View for Mental Health and NHS mandate and will encourage improved transition planning and better experiences for children and young people.</p><p>The joint health and education green paper: ‘Transforming children and young people’s mental health provision’ also included a commitment to set up a new national strategic partnership to support the mental health of 16-25 year olds and encourage more coordinated action and robust evaluation.</p> answering member constituency Thurrock answering member printed Jackie Doyle-Price question first answered 07/03/2018 11:03:07 answering member 4065 label Biography information for Dame Jackie Doyle-Price
