	answer	answer is ministerial correction date of answer 20/09/2021 answer text <p>Schools and colleges in the City of York will be able to apply for a grant to pay for Department for Education quality assured senior mental health lead training from this autumn term.</p><p>The government is providing £9.5 million in grants this financial year, allowing up to 7,800 school and college senior leaders in England to attend training, providing the knowledge and skills to implement a whole school or college approach to mental health in their setting. Free school meals (FSM) are an integral part of our provision for families on low incomes and our wider actions to promote social mobility.</p><p>Under the benefits-related criteria, there are currently around 1.7 million pupils eligible for and claiming a free school meal. An additional 1.3 million infants receive a free meal under the Universal Infant FSM policy.</p><p>Eligibility for the Department of Health and Social Care Healthy Start scheme is kept under continuous review and aligns closely with other passported benefits across government. For 2021, it was expanded to every local authority across England and was backed by up to £220 million. These children’s circumstances vary considerably and therefore local agencies are best placed to determine what support is needed – whether early help, statutory social care services, or support for other needs such as mental health.</p><p>We recognise the impact that a parent going to prison can have on a child’s learning, behaviour, mental health and wellbeing. Support should be based on the needs of individual children, not solely the characteristic of having a parent in prison and, as such, our approach is focussed on equipping schools to respond to these needs.</p><p>Statutory guidance for schools, 'Keeping children safe in education', is clear that staff should consider the additional needs of children with a family member in prison or who are affected by parental offending. The guidance highlights the risk of poor outcomes including poverty, stigma, isolation and poor mental health, and can be accessed here: <a href="https://www.gov.uk/government/publications/keeping-children-safe-in-education--2" target="_blank">https://www.gov.uk/government/publications/keeping-children-safe-in-education--2</a>. If the local authority wants to place looked after child with a family member or friend, the carer must be assessed and approved as a foster carer, although in an emergency time limited approval can be given on a temporary basis. Local authorities have duties to ensure they provide all carers of looked after children with appropriate support. 	answer	answer is ministerial correction date of answer 21/09/2021 answer text <p>There is no legislation in place setting a minimum foster allowance to be paid for foster carers. However, the Fostering National Minimum Standards are issued by the Secretary of State under the Care Standards Act 2000 and state at standard 28 ‘Each foster carer receives at least the national minimum allowance for the child, plus any necessary agreed expenses for the care, education, and reasonable leisure interests of the child, including insurance, holidays, birthdays, school trips, religious festivals etc, which cover the full cost of caring for each child placed with her/him.’</p><p>Fostering agencies are regulated by Ofsted under the Care Standards Act and under section 23 of the Care Standards Act 2000, the National Minimum Standards are applicable to them. 	answer	answer is ministerial correction date of answer 22/09/2021 answer text <p>The government is committed to continuing support for school breakfast clubs and we are investing up to £24 million to continue our national programme for the next 2 years. This funding will support around 2,500 schools in disadvantaged areas meaning that thousands of children from low income families will be offered free nutritious breakfasts to better support their attainment, wellbeing and readiness to learn. The focus of the programme is to target the most disadvantaged areas of the country, including the Department for Education’s Opportunity Areas.</p><p>The enrolment process for schools joining the programme is currently ongoing, and we have seen a strong interest so far from eligible schools since we invited the expressions of interest. Schools are currently still able to apply to join the programme. As we are still registering schools for the programme, it is too early to publish a list of participating schools.
