We are also funding training for Syrian activists to document abuses to a criminal law standard with the aim that this documentation could be used in a future process of accountability.</p><p>In the long run the only way to secure the position of Syria’s minority communities is to find an inclusive political solution to the crisis. We have consistently raised Iraq’s responsibility to observe international laws and obligations in our contact with the Government of Iraq. The UK has not, to date, made representations to the current Government of Iraq regarding to accession to the Rome Statute or accepting ICC jurisdiction in relation to the current situation in the country. Any decision to involve the ICC must be made on the basis of whether the court would prove an effective means of bringing the perpetrators of atrocities to justice. We therefore welcome the new Government of Iraq’s commitment to inclusive governance. We will support them in implementing their programme wherever we can and have called for others in the international community to do the same. We are already providing assistance with the development of parliamentary democracy, community policing and dialogue between religious leaders. We are in regular contact with the new Iraqi government over national reconciliation and, in particular, with Vice-President Allawi, whose responsibility it is. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. We have made clear that people who have escaped from North Korea are entitled to protection under the International Convention relating to the Status of Refugees (1951) and the Protocol Relating to the Status of Refugees (1967). We have also made clear that the Chinese government should allow people from the Democratic People's Republic of Korea safe passage to resettlement in third countries; and we encourage the Chinese government to work with the UN High Commissioner for Refugees to facilitate this. We expect China, like all countries, to comply fully with its obligations under international human rights conventions. The Minister of State for Foreign and Commonwealth Affairs, my right hon. This stems from the fact that France, unlike the UK, is part of the border free Schengen Area. We are clear that it is for the French to maintain law and order on their soil, but it is in the UK's interest to work with France to secure the border at Calais and other key ports.</p><p> </p><p>On 20 September 2014, the Home Secretary and French Interior Minister, Bernard Cazeneuve, signed a joint declaration outlining a number of joint initiatives to tackle increasing migratory flows in Europe. That includes a range of improvements to security and infrastructure in Calais, to strengthen the port and provide greater protection to hauliers and tourists.</p><p> </p><p>Her Majesty’s Government has long been alive to the challenges posed in Calais. Millions of pounds have already been invested in improving security and upgrading technology in Calais. The Government has increased staffing levels in the port and extended security patrols. The Ministry of Defence is therefore mainstreaming cyber throughout the Department and the Armed Forces to ensure that every part of Defence sees cyberspace as part of their responsibilities. For those elements of Defence that are cyber specialists, the Chief of the Defence Staff has issued direction to the four star commander of the Joint Forces Command appointing him as the Joint Commander for the planning and conduct of Defence’s cyber operations. Responsibility is delegated through the Chief of Defence Intelligence to the Joint Forces Cyber Group, who plan and direct the activities of our Joint Cyber Units.
