It aims to generate<br>efficiencies, create economic growth (including homes and jobs) and deliver better, more<br>integrated customer services. This includes supporting the identification and development<br>of surplus and under-utilised public sector land and property.</p><p> </p><p>On joining the programme, One Public Estate asks partners to assess and share data on their property holdings, and facilitates workshops to review opportunities for freeing up land and property for regeneration, redevelopment or disposal. It acts as a neutral broker,<br>working in between partners to create a common goal in support of strategic housing<br>outputs, an increase in local employment, savings for the taxpayer, and service<br>improvements for citizens.</p><p><br>The programme offers practical support to unblock barriers, share good practice, analyse<br>data and develop economic benefit cases that deliver value. It also provides capacity<br>funding for project management and specialist support, including partnership formation<br>and governance, masterplanning, feasibility studies, option appraisal, and surveying</p><p>One Public Estate currently works with 78 partnerships across England delivering over 600<br>projects. answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>We launched the Outsourcing Playbook in February 2019 and introduced a package of<br>reforms to our approach to outsourcing designed to improve public service outcomes, value<br>for money and how we work in partnership with our suppliers</p><p>Measures include:<br>Guidance for departments to help assess whether services should be delivered, in-house by<br>the public sector or outsourced. This should support more informed decisions on when it is<br>best to deliver public services ourselves and when there is benefit to drawing on the capacity<br>and expertise of the private sector;<br>Introduction of a new presumption in favour of running a pilot where government is<br>outsourcing a service so we learn lessons before contracting for the long term; and<br>A new requirement for government to produce an assessment of how much a service<br>‘should cost’ to deliver when deciding whether to utilise the private sector. This helps to<br>provide a better understanding of the costs associated with the different service delivery<br>models so that we are in a better position to challenge unsustainable bids</p><p>We have put in place an implementation programme to ensure that our departments are<br>aware of these new requirements. To date, the programme has identified and appointed 15 challenge winners. To deliver on this commitment, the Cabinet Office is co-ordinating activity under the Places for Growth programme. This programme will take a place-based approach to relocating roles that ensures we have the skills and capacity in the right places to enable organisations and cities to flourish.</p><p> </p><p>Where roles are demonstrated to require a London presence, often there is no need for a central London location. Therefore, we have committed to three Hubs in outer London – Croydon, Stratford and Canary Wharf – to provide great places to work for these Civil Servants. All CSSF programmes comply with the UK’s domestic and international human rights obligations and have robust measures in place to protect the human rights of beneficiaries.</p><p> </p><p>In order for programme teams to be able to assess the risks of UK activity that could affect human rights, all security and justice assistance is subject to Overseas Security and Justice Assistance (OSJAs). The OSJA is a risk management system used across Government to assess risk and consider what mitigation might be appropriate. The OSJA Guidance specifies at what point Ministerial approval is required.</p><p> </p><p>In order to determine the effectiveness of project activity, all CSSF programmes are subject to Annual Reviews, which score how effectively programmes have delivered their outputs and outcomes. In making an assessment the Annual Review considers how programme teams manage commercial partnerships, risk and budgets, adapt to changing contexts, , as well as assessing value for money. The Joint Funds Unit (JFU) plans to publish the Rule of Law 2017/18 Annual Review summary before the end of this Parliamentary session.</p><p> </p><p>Minister Field, the FCO Minister responsible for South Asia, receives regular updates on the risks associated with the Rule of Law programme’s activities. In addition, I reviewed all the relevant programme documentation ahead of it being shared with the Joint Committee on National Security Strategy, who have taken an interest in this programme and requested further, sensitive documents on it.</p><p> </p><p>The OSJA covering the Counter-Terrorism Associated Prosecutorial Reforms Initiative was fully reviewed in December 2018. Completed OSJA checklists are sensitive internal documents providing an assessment of the human rights situation in a country at a given time and are regularly updated. These are not published. The Information Commissioner has previously reviewed and agreed with a Government decision not to disclose an OSJA on Pakistan.</p><p> </p><p>Last year the JFU commissioned an independent OSJA audit, in order to get a better understanding of how they are used across the CSSF.
