Over 6.5 million people across the UK have now received their first dose of a COVID vaccine and nearly half a million have received their second dose. 	answer	answer is ministerial correction date of answer 22/12/2020 answer text <p>The Joint Committee on Vaccination and Immunisation (JCVI) consists of independent experts who advise the Government on which vaccine(s) the United Kingdom should use and provide advice on prioritisation at a population level. The JCVI has advised that the first priorities for any COVID-19 vaccination programme should be the prevention of COVID-19 mortality and the protection of health and social care staff and systems.</p><p> </p><p>Therefore, in line with the recommendations of the JCVI, the vaccine will be initially rolled out to these priority groups, including care home residents and staff, people over 80 years old, and health and care workers. Individual general practices, rather than Primary Care Networks (PCNs), have applied to deliver COVID-19 vaccinations, coming together in groupings to administer the vaccine. Some of these groupings mirror existing PCN configurations but others do not.</p><p>The number of practices that have opted into the ES is not held centrally. Hundreds of PCN sites have already been mobilised; further PCN sites are due to mobilise over the coming weeks so coverage will continue to increase. These groupings can vaccinate both unregistered patients and patients registered with practices that have not signed up to deliver the vaccine.</p><p>Where there are gaps in provision, NHS England will commission additional providers, such as community pharmacy, to provide COVID-19 vaccinations, with 200 community pharmacies due to be online next week. and that process has commenced. 	answer	answer is ministerial correction date of answer 22/02/2021 answer text <p>The NHS has a tried and tested track record for delivering vaccination programmes and is working with existing partners across the healthcare system to ensure the Covid-19 vaccine can be deployed safely and effectively. Deployment planning is being led by local integrated care system/sustainability and transformation partnerships, with clinical commissioning groups playing a key role in the planning with partners across their system.</p><p>In particular, local systems are best placed to reach out to our diverse communities and avoid inequalities in access, and every system should have a plan for full coverage for health inclusion groups. Regional teams working with local systems have identified local health inclusion groups that will require access to the vaccine, within eligible patient cohorts. Locally commissioned arrangements to reach these groups may include local NHS Community &amp; Mental Health Trust providers, PCNs or partnership activity with statutory and voluntary services.  Working with Primary Care Networks and NHJS regional teams, Clinical Commissioning Group have also played an important role selecting local vaccination sites. The agreement under which general practices will deliver COVID-19 vaccinations - The General Practice COVID-19 vaccination programme 2020/21 Enhanced Service Specification - enables practices, working within their Primary Care Network (PCN) groupings, to vaccinate unregistered patients provided they are eligible for a vaccination.</p><p>General practices, working in PCNs, form just one part of the plan for delivering COVID-19 vaccinations. They will operate as part of a system of providers, ensuring best possible coverage of the population. We have been clear about the outcomes that we are looking to achieve in the early years and it is for local authorities to decide how best to deliver local services.</p><p>To help local areas monitor and improve these outcomes, we published on 6 June 2019 the Early Years Outcomes Dashboard: <a href="https://department-for-education.shinyapps.io/smapey-dashboard/" target="_blank">https://department-for-education.shinyapps.io/smapey-dashboard/</a>. This dashboard makes the most important early years social mobility metrics easily available and will allow local authorities to benchmark their outcomes against their statistical neighbours. This is in addition to the extensive range of data made available to local authorities by Public Health England through its Child and Maternal Health profiles: <a href="https://fingertips.phe.org.uk/profile/child-health-profiles" target="_blank">https://fingertips.phe.org.uk/profile/child-health-profiles</a>.</p><p>In line with this emphasis on outcomes, the department has no plans to require local authorities to submit data on children’s centre use. The decision to reduce burdens on local authorities and stop requiring them to submit usage data was set out in paragraphs 5.28 and 5.29 of the Sure Start children’s centre planning and performance management guidance in 2006: <a href="https://webarchive.nationalarchives.gov.uk/20100210171222/http:/www.dcsf.gov.uk/everychildmatters/_download/?id=4974" target="_blank">https://webarchive.nationalarchives.gov.uk/20100210171222/http://www.dcsf.gov.uk/everychildmatters/_download/?id=4974</a>.</p><p>The department believes this is still the right approach.
