The new European Clinical Trial Regulation (Regulation (EU) No 536/2014) will introduce an ‘ultra-rare’ condition and states that clinical trials for the development of orphan medicinal products and those of medicines affecting no more than one person in 50,000 in the EU (ultra-rare diseases) should be fostered, and in such areas, a rapid yet in-depth assessment is of particular importance. The new clinical trials regulation is expected to be implemented in the EU in late 2020. answer	answer is ministerial correction date of answer 20/12/2018 answer text <p>The Government is committed to the safe and effective regulation of medicines in the United Kingdom; ensuring patients and the public have fast access to new, innovative medicines, including medicines for rare diseases.</p><p> </p><p>The agreement of an implementation period will ensure that access to medicines continues, and patient safety is maintained, in both the UK and European Union markets. Beyond that, the Political Declaration sets out a plan for a free trade area for goods, underpinned by deep regulatory co-operation, as well as a joint commitment to explore close cooperation with the European Medicines Agency.</p><p> </p><p>The Government also continues to prepare for the unlikely outcome that we leave the EU without any deal in March 2019. The Department has been engaging with all pharmaceutical companies that supply the United Kingdom with pharmacy or prescription-only medicines from, or via, the EU/European Economic Area, on their contingency plans in the event of a no deal EU Exit.</p><p> </p><p>Whatever the exit scenario, we will work to ensure that the UK will remain a world leader for the treatment of rare diseases after the UK leaves the EU, that UK patients are able to access the best and most innovative medicines including medicines for rare diseases and that their safety is protected. Implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, including tobacco track and trace systems, is not a specific area of focus for the FCTC 2030 project. However, several FCTC 2030 countries have joined the Protocol. However, as a responsible Government, we must plan for every eventuality, including no deal.</p><p>We have been working closely with partners across the health and care system and industry to ensure the continued health and safety of patients, including ensuring supplies of medicines and medical products, and securing the future of our EU health and care workforce.</p><p>The Department has published EU Exit operational readiness guidance for the health and care system in England outlining actions that providers and commissioners of health and social care services should take to prepare for, and manage, the risks of a no deal exit scenario.</p><p>We continue to monitor and analyse overall staffing levels across the National Health Service and adult social care, and we are working across Government to ensure there will continue to be sufficient staff to deliver the high-quality services on which the public relies following the UK’s exit from the EU.</p><p>The UK has an outstanding track record for research into rheumatoid arthritis and other inflammatory conditions. The Government invests over £1 billion in health research through the National Institute for Health Research (NIHR). This provides direct funding for health research and clinical trials and also the skills, facilities and infrastructure to undertake clinical trials in the health and care service funded by public, charity and industry funders.</p><p>In 2017/18, the NIHR provided £11.7 million funding for research on the inflammatory and immune system (this includes rheumatoid arthritis, connective tissue diseases, autoimmune diseases, allergies and normal development and function of the immune system, as per the UK Clinical Research Collaboration Health Research Classification System, of which £1.2 million was for research on rheumatoid arthritis. In addition, the NIHR Clinical Research Network provides the support to deliver research by public, charity and industry funders in the health and care system.</p><p>The UK and the EU have a long record of jointly tackling global challenges, with strong existing links already in place between our research and innovation communities, and we want to continue this important collaboration in science, research and innovation, including in pioneering medical research for rheumatoid arthritis and other inflammatory conditions.</p><p>As a responsible Government, we are continuing to prepare for all scenarios. In the event that the UK leaves the EU without a deal at the end of this extension period, the Government has confirmed that the funding commitments made under the guarantee and the extension still stand. Through these commitments, the Government will underwrite funding for all successful competitive eligible UK bids to Horizon 2020 that are submitted before the end of the Programme. answer	answer is ministerial correction date of answer 18/01/2018 answer text <p>Improving Lives - The Work, Health and Disability Green Paper, published on 31 October 2016, sets out the Government’s commitment to work with NHS England to identify opportunities for regular collection of data about incidence, prevalence, clinical activity and outcomes of musculoskeletal (MSK) conditions and services in England. The Government’s Mandate to NHS England reiterated this commitment.</p><p> </p><p>On 30 November 2017, the Government published Improving Lives - The Future of Work, Health and Disability in response to the Green Paper. This builds on the commitment to identify opportunities for routine data collection about MSK incidence, prevalence, clinical activity, and outcomes. The report outlined that a data advisory group, led by Arthritis Research UK, has been examining the issue.
