In July 2023, the UK raised its concerns about censorship and media freedom in China, including the case of citizen journalist Zhang Zhan, in its 2022 Human Rights and Democracy Report. British diplomats have attempted to attend trials of citizen journalists and rights activists in China.</p><p>More generally, we regularly raise the human rights situation in China directly with the Chinese authorities at the highest levels. We welcome the swift actions of Presidents Hichilema (Zambia) and Chakwera (Malawi) in declaring a state of national disaster and emergency across Zambia and within 23 out of 28 districts in Malawi.</p><p>In Zambia, the UK is committing to the rapid expansion of the Social Cash Transfer scheme to reduce food insecurity for an additional 6 million people and pivoting our existing nutrition programmes to expand access to treatment. We deployed a UK Humanitarian Stabilisation Operations Team to support the Government of Zambia's drought response coordination. In Malawi, the UK has contributed to the Government's investment into disaster risk financing instruments which will provide an immediate response when triggered. The Malawian Government is currently preparing its own El Nino Response Plan which will outline further international assistance requirements. This funding ensures that youth workers will have access to high-quality training and support. It also underpins the delivery of the National Youth Guarantee, by helping to ensure that there is a sufficiently qualified and supported workforce.</p><p>In addition, over the past three years we have funded the Agency to provide bursaries to help more than 2,000 youth workers access training and qualifications. In particular, the bursary programme supports people from lower socio-economic backgrounds and under-represented groups. This is funded from the local government settlement, which has been increased to £64 billion next year, with a further £500 million from central government dedicated to supporting children and adult social care in recognition of the pressures local authorities are facing.</p><p>In September 2023, DCMS published updated statutory guidance to support local authorities’ understanding of the existing duty and how to deliver it. Alongside this, DCMS funds a peer review programme for local authorities to learn from each other about the best approaches to youth service provision. However, as each YMS is subject to a bilateral, reciprocal agreement which also provides benefit to UK nationals, with the detail negotiated and agreed between the relevant parties, we are unable to disclose the status of negotiations as they occur.</p><p>We have recently agreed new YMS arrangements with Andorra and Uruguay. From 31 January 2024, nationals of these countries will be eligible to travel to and experience life in the UK for up to 2 years.</p><p>We have also agreed to enhance our existing schemes with Australia, Canada and Japan. For Australian and Canadian citizens who are looking to take advantage of the UK’s YMS, the age range will be increased from 18-30 to 18-35 and they will have the option of extending their YMS visa for an additional year, taking the total length of stay in the UK from 2 to 3 years. UK citizens will also have the same access into those countries. The annual quota associated with the UK’s youth mobility arrangement with Japan will increase to 6,000 places on a reciprocal basis. We are intending to implement these enhancements on 31 January 2024.</p><p>We remain committed to expanding our YMS to more nations, including but not limited to those within the EU.
