answer text <p>Our Environmental Land Management (ELM) scheme is the cornerstone of our new agricultural policy. Founded on the principle of “public money for public goods”, ELM is intended to provide a powerful vehicle for achieving the goals of the 25 Year Environment Plan and commitment to net zero carbon emissions by 2050, while supporting our rural economy. <br></p><p>ELM is looking into several options for sourcing advisors, considering both private and public sector options. The options we are considering allow flexibility to source experienced advisors in the short-term for the National Pilot, whilst building sufficient and high-quality advisor capacity to support the full roll out of ELM. The National Pilot provides an opportunity to co-design with stakeholders and land managers the most appropriate way to provide this capacity and whether it is provided from the public or private sector.</p> more like this

answer text <p>Under the European Union Act 2011, a referendum would be required before ministers could support treaty change that led to a transfer of power or an area of competence from the UK to the EU. The Act also specifies a number of decisions that would also amount to a transfer of power or competence and so require a referendum. These include giving up certain vetoes, joining the euro or giving up border controls.</p><p> </p><p>As detailed in the Written Ministerial Statement of the 19<sup>th</sup> June on the UK's opt in to the justice and home affairs provisions of two EU regulation proposals, the Governments decision will commit authorities in the UK to enter into information sharing engagements with their counterparts in other member states on criminal sanctions relating to specific financial activities. This decision does not entail the transferring of any additional powers or areas of competency to the European Union. answer text <p>The Democratic People’s Republic of Korea's (DPRK) arbitrary use of violence against its citizens, as documented in the UN Commission of Inquiry report, underlines the brutality of the regime and its lack of respect for basic human rights. The Government has made clear its concerns about the appalling human rights situation in North Korea, directly with the regime and in international fora, including at the UN General Assembly and the Human Rights Council.</p><p>The DPRK’s flagrant violation of UN Security Council Resolutions and its continuing provocative behaviour is a clear threat to regional stability and international security. The UN Security Council unanimously adopted Resolution 2270 on 2 March 2016 in response to the DPRK’s nuclear test of 6 January and satellite launch, using ballistic technology, of 7 February. answer text <p>The habitual residence test is critical to the integrity of the benefits system. To be eligible for income-related Jobseeker’s Allowance, EEA migrants must be habitually resident in the UK and provide evidence that they have been living here in the three month period prior to their benefit claim.</p><p>Victims of modern slavery are eligible for support through the National Referral Mechanism (NRM), including accommodation, for at least 45 days. In many cases victims receive support for a longer period and are likely to be able to provide evidence that they meet the habitual residence test when they exit NRM support. The Home Office and DWP are working together to make it easier for those victims whose circumstances make it difficult to provide such evidence to do so.</p><p>EEA Nationals who are identified as victims of human trafficking through the NRM may qualify for discretionary leave where, for instance, they are helping police with an investigation or where their personal circumstances are such that it would be detrimental for the individual to leave the UK. EEA Nationals granted discretionary leave for those reasons would be exempt from the habitual residence test.</p>

answer text <p>Last year my Department published the UK’s Critical Minerals Strategy to accelerate domestic production, collaborate with international partners, and enhance international markets to strengthen supply chains.</p><p>The Strategy commits to boost global environmental, social and governance (ESG) performance to support a more transparent, responsible, and sustainable critical minerals and mining industry. The UK is playing a leading role in international efforts to drive up ESG performance through its bilateral and multilateral engagements, including the Minerals Security Partnership and Sustainable Critical Minerals Alliance.</p><p>The UK has re-affirmed its commitment as a member of the Extractives Industries Transparency Initiative (EITI), advocating for better governance of the extractives and critical minerals sectors. At COP 15 the UK, along with Australia, Canada, France, Germany, Japan and the United States, signed up to the Canada-led Sustainable Critical Minerals Alliance, committing to promote high environmental, social and governance (ESG) standards and net zero mining practices, employing a nature forward approach.</p><p>The UK Government is supporting the International Organization for Standardization (ISO) to rationalise the range of existing mining sustainability standards and bring them together.</p>

answer text <p>We have made £9 billion available through the Affordable Homes Programme to March 2022 to deliver approximately 250,000 new affordable homes in a wide range of tenures, including social rent, which Local Authorities are eligible to apply for</p><p><br> The Government keeps all policy under review and alongside the increase of the Public Works Loan Board rates the Government has legislated to increase the lending limit from £85 billion to £95 billion, reflecting its commitment that local authorities continue to have access to the financing they need to support their capital plans. We have been engaging the local government sector, to understand the potential impact the interest rate rise could have on individual local authorities’ capital plans and strategies, especially with regard to housing and regeneration. As ever, we expect local authorities to have robust financial plans in place which take into account the risk of changing economic circumstances as part of taking a prudent approach to borrowing.</p>
