answer	answer is ministerial correction date of answer 10/04/2024 answer text <p>We share UNICEF's assessment that the El Nino phenomenon has contributed to failed rains across Southern Africa, resulting in serious drought in both Zambia and Malawi, which in turn will have a serious impact on children and the most vulnerable. We welcome the swift actions of Presidents Hichilema (Zambia) and Chakwera (Malawi) in declaring a state of national disaster and emergency across Zambia and within 23 out of 28 districts in Malawi.</p><p>In Zambia, the UK is committing to the rapid expansion of the Social Cash Transfer scheme to reduce food insecurity for an additional 6 million people and pivoting our existing nutrition programmes to expand access to treatment. We deployed a UK Humanitarian Stabilisation Operations Team to support the Government of Zambia's drought response coordination. In Malawi, the UK has contributed to the Government's investment into disaster risk financing instruments which will provide an immediate response when triggered. The Malawian Government is currently preparing its own El Nino Response Plan which will outline further international assistance requirements. answer	answer is ministerial correction date of answer 08/04/2024 answer text <p>Automatic Enrolment has already seen more than 11 million people enrolled into pension saving to date, with around an additional £29 billion in real terms saved into workplace pensions in 2021 compared to 2012.</p><p> </p><p>Automatic Enrolment (AE) is and will continue to be based on the principle of extending saving to as many people as possible for whom it makes sense to save. We remain committed to increasing the number of employees who are saving, through implementing the AE 2017 Review measures to lower the age for being automatically enrolled to 18 and abolishing the lower earnings band for workplace pension contributions, which will disproportionately benefit lower earners, giving them access to an employer pension contribution for the first time. This will see 3 million people saving £2 billion extra a year.</p><p> </p><p>The Government supported the Pensions (Extension of Automatic Enrolment) Act 2023 which gives us the legislative powers to implement the expansion of AE subject to consultation. There is no central provision made for support schemes.</p></li><li><p>As the Government announced in September last year, the current term of Trader Support Service will run to December 2024. Information about the costs of the Trader Support Service is published annually at <a href="https://www.gov.uk/government/collections/hmrcs-annual-report-and-accounts" target="_blank">https://www.gov.uk/government/collections/hmrcs-annual-report-and-accounts</a>. The total cost of the Movement Assistance Scheme up to the end of January 2024 was £29.8m. The Government also launched a £50m labelling financial assistance scheme, to assist businesses with the costs of meeting labelling requirements.</p></li><li><p>We have always been committed to taking steps necessary to support businesses - both through the WF arrangements for internal trade but also for those whose business models may not fall within them. answer	answer is ministerial correction date of answer 26/04/2024 answer text <p>The UK is susceptible to impacts from animal population decline worldwide through global impacts on food supply and the increasing emergence and transmission of diseases. For example, the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) Pollinators Assessment showed that 35% of global crop production volume depends on animal pollination, while the IPBES Workshop report on Biodiversity and Pandemics showed that over 30% of emerging disease events are caused by land-use change and its impacts on wildlife. Healthy ecosystems are also vital for mitigating and adapting to climate change, thus animal population declines may also exacerbate the climate impacts felt by the UK, as set out in the UK’s Climate Change Risk Assessment. The UK Government with others continues to support the work of the IPBES and the Intergovernmental Panel on Climate Change to further understand these global impacts.</p><p> </p><p>A recently published report from the Green Finance Institute, entitled ‘Assessing the Materiality of Nature-Related Financial Risks for the UK’, with direction from Defra and others, showed that about half of all UK nature-related risk comes from overseas, through supply chains and financial exposures. This includes over £2.5 billion allocated to Local Authorities in England. It is for the devolved administrations to decide how to allocate their additional Barnett funding.</p><p> </p><p>Councils continue to have the flexibility to use funding from the Local Government Finance Settlement to provide local welfare assistance.</p><p><strong> </strong></p><p>The Government has delivered a balanced package of funding through the Local Government Finance Settlement for 2024-25 which makes available up to £64.7 billion.
