answer text <p>The Department for Education (DfE) is the national authority for the whole Erasmus+ programme while the Department for Digital, Culture, Media and Sport (DCMS) is responsible for policy on the specific youth and sport opportunities offered under Erasmus+.</p><p> </p><p>DCMS Ministers and its officials are working closely with their colleagues across Government, including DfE and the Department for Exiting the EU, on the UK's Exit from the EU.</p><p> </p><p>No decisions on UK participation in the future post 2020 Erasmus+ programme have yet been taken, as the scope of the programme has not yet been agreed. UK participation in the successor programmes will form part of the negotiations about our future relationship with the EU.</p> more like this

answer text <p>The Joint Report sets out that the UK and the EU fully intend for the eligibility of UK participants’ in Erasmus+ to remain unchanged for the duration of the programme. This includes eligibility to participate in Erasmus+ projects and to receive Erasmus+ funding for the lifetime of projects. The government encourages eligible organisations to continue to bid for Erasmus+ funding and participate in Erasmus+ projects.</p><p>The government's underwrite guarantee of Erasmus+ funding remains in place in the event that commitments enshrined in the Joint Report are not met. This guarantees funding for UK participants in ongoing projects at the point of the UK leaving the EU, as well as for participants that are only informed of their success or sign a grant agreement after the UK's withdrawal from the EU.</p> more like this

answer text <p>My right hon. Friend the Prime Minister explained in her Mansion House speech on 2 March that “there are many other areas where the UK and EU economies are closely linked – including education and culture. The government values international exchange and collaboration in education and training as part of its vision for a global Britain”.</p><p>As noted in the government’s white paper, the UK is open to exploring participation in the successor scheme to the current Erasmus+ Programme and we welcome the proposals for the 2021-2027 successor scheme to Erasmus+, which were published on 30 May. We are considering these carefully and officials have participated constructively in discussions on them with their counterparts, and will continue to do so while we remain in the EU.</p><p>Ultimately, UK participation in the successor programmes is a matter for negotiations to come about our future relationship with the EU.</p><p>In the meantime, as set out in the Withdrawal Agreement, we will continue to participate in Erasmus+ until 2020 and the government will underwrite Erasmus+ funding for all successful bids submitted while we are still in the EU. This arrangement is dependent on reaching an agreement with the EU, that UK organisations can continue to be eligible to participate in Erasmus+ projects.</p>

answer text <p>Under the terms of the Withdrawal Agreement UK entities' right to participate in EU programmes during the current Multiannual Financial Framework (MFF), including Erasmus+, will be unaffected by the UK's withdrawal from the EU for the lifetime of projects financed by the current MFF. Following ratification of the Withdrawal Agreement, UK based organisations and people will be able to bid for funding, participate in and lead consortia, for the duration of the current programmes.</p><p>The government values international exchange and collaboration in education and training as part of its vision for a global Britain. In the white paper, we propose that the UK and EU should continue to give young people and students the chance to benefit from each other’s world leading universities, including cultural exchanges like Erasmus+. We are considering the proposals for the 2021-2027 successor scheme to Erasmus+ carefully and will continue to participate in discussions on them while we remain in the EU.</p><p>The political declaration setting out the framework for the future relationship between the EU and the UK, published on 25 November, sets out that UK participation in EU programmes such as Erasmus+ would be on the basis of a set of agreed terms which would provide for a fair and appropriate financial contribution, provisions allowing for sound financial management by both sides, fair treatment of participants, and management and consultation appropriate to the nature of our involvement.</p>

answer text <p>Officials and I are in regular contact with the Department for Exiting the European Union on issues relating to UK participation in the Erasmus+ programme after the UK leaves the EU. Officials also engage regularly with sector stakeholders.</p><p>The government has made clear that it values international exchanges and collaboration as part of its vision for a Global Britain and I am therefore pleased that, under the terms of the Withdrawal Agreement, UK entities' right to participate in EU programmes during the current Multiannual Financial Framework (MFF), including Erasmus+, will be unaffected by the UK's withdrawal from the EU for the lifetime of projects financed by the current MFF. This will, of course, include the further education sector which is a key part of the current Erasmus+ programme.</p><p>As such, following ratification of the Withdrawal Agreement, UK organisations and individuals taking part in the current Erasmus+ programme will be able to continue to bid for funding, participate in and lead consortia, until programme closure in 2020.</p><p>The UK is open to exploring participation in the successor scheme to the current Erasmus+ Programme and we welcome the proposals for the 2021-2027 successor scheme to Erasmus+, which were published on 30 May. We are considering these carefully and will continue to participate in discussions on them while we remain in the EU.</p><p>We have also made clear that the government is open to maintaining cooperation in the areas of education and culture, as noted in the Political Declaration on the Future UK-EU relationship.</p>
