They are required by statute to hold a level of unallocated reserves commensurate with sound financial risk management.</p><p>No specific instructions have been issued to local authorities in relation to building up their reserves. Nor is there any national guidance on the minimum or maximum level of reserves, either as an absolute amount or as a percentage of the budget. We are working closely with local government representatives and others to consider the drivers of local authorities’ costs, the local resources available to them to fund local services, and how we should account for these in a way that draws a more transparent and understandable link between local circumstances and resource allocations.</p><p>Alongside the provisional local government finance settlement in December 2017, the Government announced its intention to work towards implementing the next phase of business rates retention reforms in 2020-21. This announcement coincided with the publication of a consultation, which set out our proposed approach to the review.</p><p>Whilst the work of the review has focussed initially on the services that are currently funded through the local government finance settlement, we will consider any additional responsibilities that are devolved to local government as a result of business rates retention on a case-by-case basis. answer	answer is ministerial correction date of answer 23/02/2018 answer text <p>The 2018-19 local government finance settlement confirms that Wolverhampton will have access to £221.4 million in Core Spending Power - an increase of 1.8 per cent from 2017-18. Wolverhampton has core spending power per dwelling of £2,029 compared to an average for Metropolitan Districts of £1,786. This is an established principle in the business rates system and ensures that all buildings are assessed as including the services they need for their use. In contrast, most plant and machinery used in a trade process is not rateable.</p><p>The government has put in place a £3.6 billion transitional relief scheme for England to support ratepayers, including those with solar cells, at the 2017 revaluation. We expect multi-agency groups to include all relevant organisations and professionals who may come into contact with someone at risk of suicide such as social care services and social workers. Guidance published by Public Health England on developing suicide prevention plans, Local suicide prevention planning: A practice resource, sets out how local data collections are important in developing effective action plans to reduce suicides and that data should be collected across a wide range of services including social care: <a href="https://www.gov.uk/government/publications/suicide-prevention-developing-a-local-action-plan" target="_blank">https://www.gov.uk/government/publications/suicide-prevention-developing-a-local-action-plan</a></p><p>The Government launched the Mental Health Crisis Care Concordat in 2014 which has been signed by a wide range of organisations including the Association of Directors of Adult Social Services, Association of Directors of Children’s Services and the College of Social Work.
