star this property answer text <p>The government has made good progress on implementing the Higher Education and Research Act 2017 (HERA).</p><p> </p><p>To date, we have laid five pieces of secondary legislation. They have established the Office for Students (OfS) and given it powers to run the new regulatory system. They will also enable OfS to run the current system in the transitional period, which started on 1 April 2018 and will end on 31 July 2019. The new system will be fully operational on 1 August 2019, which will allow for a smooth transition between regulators.</p><p> </p><p>Since the act gained royal assent, the government has carried out a wide range of consultations for the OfS. This resulted in the publication by OfS of ‘Securing student success: regulatory framework for higher education in England’. This regulatory framework, attached, is an important element of delivering the reforms promised by HERA. These consultations also met many of the non-legislative commitments made during the passage of HERA through Parliament.</p><p> </p><p>The attached table outlines non-legislative commitments made during the passage of HERA that have been met to date.</p>

Statistics covering English student loan borrowers are published annually by the SLC in the Statistical First Release (SFR) ‘Student Loans in England’. This data is available in tables which exceed the limits of the Parliamentary QWA system, and is instead attached and available at: <a href="http://www.slc.co.uk/official-statistics/student-loans-debt-and-repayment/england.aspx" target="_blank">http://www.slc.co.uk/official-statistics/student-loans-debt-and-repayment/england.aspx</a></p><p>Information on the repayment status of Income Contingent Repayment (ICR) English student loan borrowers, who have become liable to repay, can be found in table 3A of the SFR. Information on ICR English student loan borrowers, who are not yet liable to repay, can be found in table 2 of the SFR.</p><p>Comparable figures on students with mortgage-style loans (available to students starting courses prior to 1998/99) and students who received grants only are not available without disproportionate cost.</p>

star this property answer text <p>The Government recognises the importance of supporting the welfare of claimants who have incurred debt. We seek to balance recovery of debt against not causing hardship for claimants and their families. Processes are in place to ensure deductions are manageable, and customers can contact the DWP Debt Management Team if they are experiencing financial hardship, to discuss a reduction in their rate of repayment, or a temporary suspension, depending on their financial circumstances.</p><p> </p><p>Since April 2021, we have reduced the normal maximum rate of deductions in Universal Credit from 40% to 25% of a claimant’s Standard Allowance. These positive measures were put in place to support claimants to manage financial difficulties.</p><p> </p><p>Advances are a claimant’s benefit entitlement paid early, allowing claimants to access 100% of their estimated Universal Credit payment upfront. They ensure nobody has to wait for a payment in Universal Credit, and those who need it are able to receive financial support as soon as possible. Claimants can receive up to 100% of their estimated Universal Credit award if required, resulting in 25 payments over a 24-month period. This is not a debt.</p><p> </p><p>The requested analysis of Universal Credit claims with a deduction in November 2022 by parliamentary constituency in Great Britain (GB) is provided in the separate spreadsheet.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>
