	answer	answer is ministerial correction date of answer 01/02/2018 answer text <p>The department published an Invitation to Bid (ITB) for a grant to run a support service to the Free Schools Programme on 14 December 2017. The ITB was published on the Contracts Finder portal of the GOV.UK website. This is the standard advertising medium used for grants across the public sector.</p><p>The closing date for bids was midnight on 19 January 2018. Departmental officials will assess all bids received by the deadline against the selection criteria in the ITB. The final decision on awarding the grant rests with my right hon. Friend, the Secretary of State. 	answer	answer is ministerial correction date of answer 02/02/2017 answer text <p>The Department for Education introduced the eligibility checking system (ECS) to reduce administrative burden and bureaucracy; speed up the eligibility checking process; and to encourage take-up of Free School Meals (FSM) by removing stigma from the application process. The ECS has been incredibly successful and is used by every local authority in England. The introduction of the ECS has reduced the time normally taken to check eligibility from several weeks to a matter of minutes in most cases, massively speeding up the process to ensure free meals are swiftly made available to the most disadvantaged students. However, the UK has championed international tax transparency and through our G8 Presidency has driven the agreement and early implementation of the new global standard for automatic exchange of financial information for tax purposes. To date over 90 countries have committed to exchange such information on a multilateral basis. The UK also remains committed to ensuring that there are effective anti-avoidance rules in place to protect the UK corporation tax base.</p><p> </p><p> </p><p> </p><p>This includes the introduction of new Controlled Foreign Company rules (effective from the beginning of 2013) which help to deter and prevent artificial diversion of profits from the UK.</p><p> </p><p> </p><p> </p><p>It also includes supporting the G20-OECD Base Erosion and Profit Shifting project which is looking to address weaknesses in international tax rules which allow companies to avoid paying tax on their profits.</p><p> </p><p> </p><p> </p><p>The Financial Conduct Authority (FCA) and Prudential Regulation Authority (PRA) are the UK financial services regulators. The role of the FCA and PRA in regulating overseas branches and subsidiaries of UK banks is dependent on the specific circumstances of an individual case.</p><p> </p><p> </p><p> </p><p>However, I have asked the FCA and the PRA to reply directly to the Noble Lord by letter to explain their role in this area. 	answer	answer is ministerial correction date of answer 27/01/2023 answer text <p>A risk-based, intelligence-led approach is taken at the Border to tackle the highest and most significant risks before arrival. This approach includes risk-based pre- and post-clearance checks, regular monitoring of supply chains to identify any potentially illicit trade in cooperation with international partners and providing education to traders on their responsibilities.</p><p> </p><p>Entry summary declarations (also known as an ENS) submitted by carriers, are used to identify risks on goods before they arrive. They are part of the international standard for safety and security set up by the World Customs Organisation in their SAFE Framework.</p><p> </p><p>Where the Goods Vehicle Movement System (GVMS) is used for inbound goods with pre-lodged customs declarations, goods requiring checks are identified before they disembark. In other circumstances where customs declarations have been pre-lodged goods may be identified for checks provisionally.</p><p> </p><p>Imports of all goods which are regulated for sanitary or phytosanitary purposes must be pre-notified via the Imports of Animals, Products, Food and Feed System or an equivalent system for plants and plant products.
