We consider a broad range of perspectives when designing polices to better support young people, ranging from our regular engagement with youth stakeholder organisations like The Prince’s Trust and Youth Employment Group, to the Department’s own commissioned research and regularly speaking directly with young people themselves.</p><p> </p><p>The Youth Offer provides individually tailored Work Coach support for 16-24-year olds on Universal Credit to help them find work. Eligibility for the Youth Offer has, as of the 25<sup>th</sup> September 2023, been expanded to include young people on Universal Credit who are not currently searching for work, including young parents and carers. The Department for Business, Innovation and Skills has been working with the All Party Parliamentary Group (APPG) on Recognition for Munitions Workers, which was set up in 2011 to explore ways to ensure that the valiant collective efforts of all those who worked in munitions factories are not forgotten.</p><p>Following the very successful commemorations to mark the 70th anniversary of D-Day we will now be focussing in more detail across government on how the 70th anniversary of the end of the Second World War in 2015 might be marked in an appropriate manner. 	answer	answer is ministerial correction date of answer 08/04/2024 answer text <p>Automatic Enrolment has already seen more than 11 million people enrolled into pension saving to date, with around an additional £29 billion in real terms saved into workplace pensions in 2021 compared to 2012.</p><p> </p><p>Automatic Enrolment (AE) is and will continue to be based on the principle of extending saving to as many people as possible for whom it makes sense to save. We remain committed to increasing the number of employees who are saving, through implementing the AE 2017 Review measures to lower the age for being automatically enrolled to 18 and abolishing the lower earnings band for workplace pension contributions, which will disproportionately benefit lower earners, giving them access to an employer pension contribution for the first time. This will see 3 million people saving £2 billion extra a year.</p><p> </p><p>The Government supported the Pensions (Extension of Automatic Enrolment) Act 2023 which gives us the legislative powers to implement the expansion of AE subject to consultation. In 2023/24, the Personal Allowance is £12,570.</p><p> </p><p>Women are estimated to make up 75% of those earning below the personal allowance and contributing to a pension scheme that uses net pay arrangements. We do not have robust data on the number of Local Authorities providing a local welfare scheme.</p><p> </p><p>The Government is putting significant additional support in place for those on the lowest incomes from April. Subject to Parliamentary approval, working age benefits will rise by 6.7% while the Basic and New State Pensions will be uprated by 8.5% in line with earnings, as part of the ‘triple lock”.</p><p> </p><p>To further support low-income households with increasing rent costs, the government will raise Local Housing Allowance rates to the 30th percentile of local market rents, benefitting 1.6m low-income households by on average £800 a year in 24/25. This includes over £2.5 billion allocated to Local Authorities in England. It is for the devolved administrations to decide how to allocate their additional Barnett funding.</p><p> </p><p>Councils continue to have the flexibility to use funding from the Local Government Finance Settlement to provide local welfare assistance.</p><p><strong> </strong></p><p>The Government has delivered a balanced package of funding through the Local Government Finance Settlement for 2024-25 which makes available up to £64.7 billion. 	answer	answer is ministerial correction date of answer 04/01/2018 answer text <p>The Government assesses the most significant risks facing the UK over the next five years, including nuclear, biological and chemical weapons risks, through the National Risk Assessment (NRA) and the National Security Risk Assessment (NSRA).</p><p>In order to assess these risks, Government works with the intelligence community to gather information about the intent and capability of potential adversaries, the types of materials of concern and information about potential targets. The risk assessment processes provide Government department and agencies with the information required for them to take action to address these risks. The 2017 National Risk Register of Civil Emergencies, the public version of the NRA, is attached to this answer and a copy has also been placed in the House of Lords Library.</p><p>A summary of the NSRA was published in the 2015 National Security Strategy and Strategic Defence and Security Review, available online <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/555607/2015_Strategic_Defence_and_Security_Review.pdf" target="_blank">here</a>, which helped to guide the government’s wider national security efforts. The sections on proliferation risk were also included in the National Counter-Proliferation strategy which can be found <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/510716/National_Counter_Proliferation_Strategy_to_2020_-_updated_24_March.pdf" target="_blank">here</a>.</p><p>The Government’s risk assessment is complemented by wider work under the UK’s Counter-Terrorism Strategy (CONTEST). CONTEST provides a Cross-Government approach, led by the Home Office, aimed at reducing the risk to the UK and its citizens and interests overseas from terrorism, so that people can go about their lives freely and with confidence.</p><p>The use of nuclear, biological and chemical materials in an attack by terrorists remains significantly less likely than an attack with conventional weapons. Government prioritises efforts to stop terrorists gaining access to the technical expertise and specialist materials they would need, and to reduce the vulnerability of people and places to such attacks.
